WHEREAS, ~ra~fiti is a visual offense and is obnoxious
to the vast maJor~ty of the conununity; and
WHEREAS, the placing o~ graffiti on the property of
another is an act of vandal~sm and a crime as defined in
section 594 (a) of the California Penal Code; and
WHEREAS, the City Council finds and determines that
graffiti endangers the public welfare and that appropriate
steps shall be taken to greatly reduce or eliminate this
insult to the sensibilities of its citizens.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ORANGE
DOES ORDAIN AS FOLLOWS:
Chapter 8.37
GRAFFITI
8.37.010 Sale Of Pressurized Paint Or Dye Containers
To A Minor Is Prohibited. No person shall sell to anyone
under the age of eighteen (18) years any pressurized con-
tainer which contains paint, dye or a similar substance. A
violation of this section shall constitute an infraction.
8.37.020 Purchase Of Pressurized Paint Or Dye Containers
By A Minor Is Prohibited. No person under the age of eighteen
18) years shall purchase any pressurized container which
contains paint, dye or a similar substance. A violation of
this section shall constitute an infraction.
8.37.030 Reward. The City council shall pay a :eward
of $200.00 to any person who furnishes information wh~?h
results in the conviction of a person or persons,for vlola-
tion of California Penal Code section 594(a) as ~t relates
to painting or marking of public or private property.
