AN ORDINANCE OF
THE CITY COUNCIL OF THE CITY OF ORANGE REVISING
SECTION 6450.6 OF THE ORANGE MUNICIPAL CODE,
REGULATING PAWNBROKERS,SECONDHAND DEALERS AND
AUCTIONEERS, AND THE REPORTING PROCEDURES FOR
SECONDHAND GOODS.WHEREAS, the City
Council of the City of Orange desires to cooperate with the
Department of Justice of the State of California to aid in
tracing and recovering stolen property; and WHEREAS, the State
of California has set forth the minimum standards for regulation
of secondhand goods in California Business and Professions Code
Sections 21625 et seq.; and WHEREAS, the City
Council of the City of Orange desires that the secondhand regulations
of the City of Orange be at least as restrictive as those
of the State of California.NOW, THEREFORE, THE
CITY COUNCIL OF THE CITY OF ORANGE DOES ORDAIN AS FOLLOWS:
SECTION I:Section
6450.6
of the Orange Municipal Code is hereby repealed.SECTION II:Section
6450.6
of the Orange Municipal Code is hereby added to read as
follows:Section 6450.6
Prescribed Form of Report The Chief of
Police shall cause such a number of blank forms to be
printed as may be necessary for reporting transactions in secondhand goods
and shall thereafter from time to time cause such additional
blank forms to be printed as may be required. A permittee
under this chapter shall have the applicable blanks of
the form filled out and submitted to the Chief or
Police as set forth in section 6450.4. The forms shall be
so printed and subdivided that they shall have spaces to
write in the following matte,rs:a) The name
and address of person from whom purchased.b) The name
and address of person to whom sold.c) The name
and address of person with whom the permittee otherwise does business
wh~oh business is regulated pursuant to this
chapter.d) The date
of birth of person from whom purchased.el The date
of birth of the person with whom the permittee otherwise does business
which business is regulated pursuant to this
chapter.The California driver'
s license number or other proper identification of the
person from whom purchased or with whom the
permittee otherwise does business which business is regulated
pursuant to this chapter.f)

transaction.k) Whether the article was bought, taken in pawn or
taken on consignment, or other business was done
which business is regulated pursuant to this
chapter.1) Amount loaned or paid for
article.m) Store code number assigned by Police
Department.n) A certi fication by the person from whom purchased
or otherwise dealt with that to his knowledge and
belief the information on the form is true and
complete.0) Any additional information which may be required by
the California Business and Professions
Code.Each day all articles which were purchased the
preceding day shall be available for inspection by the Police
Department.The Chief of Police shall make available said blank to
the person from whom said reports are required from time
to time, free of charge. The reporting requirements of
this section shall be no less than the reporting requirements
of Section 21625 et seq. of the California Business
and Professions
Code.SECTION
III:This ordinance shall be published once wi thin fifteen (
15)days after its passage in the Orange City News, a newspaper
of general circulation, published and circulated in the City
of Orange, and shall take effect thirty (30) days from and
after the date of its final
