92 AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF ORANGE AMENDING
ORANGE MUNICIPAL CODE SECTION 12.65.020
BY ADDING THE AREA DESCRIBED AS
NORTH AND SOUTHBOUND GLASSELL
STREET BETWEEN ItATELLA AND MEATS AND
EAST AND WESTBOUND TAJ'T AVENUE
BETWEEN SHAFFER AND BATAVIA TO THE
DISTRICT CONTAINED IN THAT SECTION
PROHIBITING SOLICITATION OF
EMPLOYMENT.WHEREAS, the City Council of the City of orange
adopted Ordinance 22-89 on September 19, 1989,
prohibiting the solicitation of employment in a district
bordered by:The West Right of way Line of
Tustin Street,The North Right of Way Line of
Collins Avenue,The East Right of Way Line of
Rancho santiago Boulevard and the South Right of Way
Line of
Fairhaven Avenue."WHEREAS, during the last six months, day
laborers have been gathering in the area of Taft and Glassell
for the purpose of SOliciting employment. Such gathering
at this location has increased traffic congestion
and generated citizen complaints of the day laborers causing
a traffic safety
problem; and WHEREAS, the City Council desires to amend
the district prohibiting solicitation for and of employment to
the Taft and Glassell area of the City
of Orange.NOW, THEREFORE, BE IT RESOLVED, the City Council
of the city of Orange does hereby ordain
as follows:
section I:Chapter 12.65, section 12.65.020, of
the Orange Municipal Code is hereby amended to read
as follows:12.65.020 Application
of Chapter A. This Chapter shall only apply within the
city of Orange to the streets,
roadways, sidewalks,parkways and alleys of the district
bordered by:The West Right of Way Line of
Tustin Street,the North Right of Way Line of
the East Right of Way Line of Rancho Santiago
Boulevard and the South Right of Way Line of
Fairhaven Avenue.
Said district is more particularly described in
Map attachment "A" to this chapter.
The South Right of Way of Line of Katella Avenue,
the West Right of Way Line of Batavia Street,
the North Right of Way Line of Fletcher Avenue,
the East Right of Way Line of Shaffer Street.
Said district is more particularly described in
Map attachment "B" to this chapter.
section II:
A summary of this Ordinance shall be published and a
certified copy of the full text of this Ordinance shall be
posted in the Office of the City Clerk at least five days
prior to the City Council meeting at which this Ordinance is
to be adopted. A summary of this Ordinance shall also be
published once within fifteen (15) days after this
Ordinance's passage in the Orange city News, a newspaper of
general circulation, published, and circulated in the City
of Orange. The City Clerk shall post in the Office of the
City Clerk a certified copy of the full text of such adopted
Ordinance along with the names of those City Council members
voting for and against the Ordinance in accordance with
Government Code Section 36933. This Ordinance shall take
effect thirty (30) days from and after the date of its final
passage.
