HomeMy WebLinkAboutORD-19-91 Prohibit Parking on Public Streets on Days Specified for Street SweepingORDXNANCE NO. 19- 91 AN ORDXNANCE OF THE CXTY COUNCXL OF THE CXTY OF ORANGE PROHXBXTXNG PARKXNG ON PUBLXC STREETS ON SPECXFXED DAYS AND AT SPECXFXED TXHES FOR THE PURPOSE OF STREET SWBEPXNG.WHEREAS, the City of Orange Traffic Commission has recom-mended to this Council that parking be prohibited on public streets on a regular schedule throughout the City in order to facilitate street sweeping, and WHEREAS, heretofore citizens have been able under the orange Municipal Code to request that specific areas be signed for no parking on street sweeping days by petition, and WHEREAS, the experience of the City is that requests for such no parking designations are increasing as citizens express a desire to have their streets swept without the impediment of parked vehicles which prevent sweepers from properly removing debris along the curbline of streets, and WHEREAS, those areas that have been so signed have experienced a marked increase in the effectiveness of city street sweeping and a decrease in the number of parked vehicles impeding street sweeping operations.NOW, THEREFORE, the city Council of the city of Orange does ordain as follows:SECTXON 1:A new section 10.39.50 is hereby added to the Orange Municipal Code to read as follows:section 10.39.50 parkina Prohibited to Facilitate Street SweeDina.Notwithstanding any other prov~s~on of this Orange Municipal Code, it is unlawful to park or leave standing any vehicle on any public street or alley or any portion thereof during the hours and on the day or days of the week or month indicated on signs containing the words "No Parking" and designating such parking restrictions pursuant to the provisions of this section, where such signs have been placed in appropriate locations along such public street or alley or portion thereof. The city Council may, by resolution from time to time, determine the hours during which and the day or days of the month on which parking shall be prohibited on specified public streets or alleys or on all streets and/or alleys withiri a specified geographical area of the city to facilitate street sweeping. The City Traffic Engineer is hereby authorized to determine the locations of and to place and maintain, or cause to be placed and maintained, the signs provided for under this section. n section 2: A summary of this Ordinance shall be published and a certified copy of the full text of this Ordinance shall be posted in the Office of the City Clerk at least five (5) days prior to the City Council meeting at which this Ordinance is to be adopted. A summary of this Ordinance shall also be published once within fifteen (15) days after this Ordinance's passage in the Orange City News, a newspaper of general circulation, published, and circulated in the City of Orange. The City Clerk shall post in the Office of the city Clerk a certified copy of the full text of such adopted Ordinance along with the names of those City Council members voting for and against the Ordinance in accordance with Government Code section 36933. This Ordinance shall take effect thirty (30) days from and after the date of its final passage.
