91 AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF ORANGE AUTHORIZING
THE POSTING OF "NO PARKING -- TOW AWAY"
SIGNS AND THE REMOVAL OF VEHICLES
PARKED IN VIOLATION OF SUCH SIGNS
WHEREAS, California Vehicle Code section 22651(n)
authorizes the City Council to designate, by resolution or
ordinance, areas where parking is prohibited and vehicles left
standing may be removed; and
WHEREAS, the illegal parking of vehicles in the City of
Orange blocks traffic, increases traffic congestion, clutters
neighborhoods and commercial areas and otherwise contributes
to problems caused by urban growth and congestion; and
WHEREAS, the City Council hereby finds that it is in the
best interest of the citizens of Orange to eliminate promptly
the adverse impacts of such illegal parking.
NOW, THEREFORE, the city Council of the City of Orange
does hereby ordain as follows:
Section I:
A new section 10.38.50 is hereby added to the Orange Municipal
Code to read as follows:
10.38.50 Tow Awav Zones.
The City Council may from time to time by
resolution, establish no parking zones from which
vehicles may be removed by towing or other lawful
means. The zones so established shall be posted
with signs warning that vehicles parked in such zone
will be subject to towing or removal. Each such
resolution shall be deemed effective when the area
described in such resolution is posted with such
signs. After such posting, it shall be unlawful for
any person to park or leave standing any vehicle in
the posted zone and the vehicle may be removed under
the direction of any police officer or authorized
traffic enforcement officer.
section 2:
A summary of this Ordinance shall be published and a
certified copy of the full text of this Ordinance shall be
posted in the Office of the City Clerk at least five (5) days
prior to the City Council meeting at which this Ordinance is

to be adopted. A summary of this Ordinance shall also be
published once within fifteen (15) days after this Ordinance's
passage in the Orange City News, a newspaper of general
circulation, published, and circulated in the city of Orange.
The city Clerk shall post in the Office of the City Clerk a
certified copy of the full text of such adopted Ordinance
along with the names of those city Council members voting for
and against the Ordinance in accordance with Government Code
section 36933. This Ordinance shall take effect thirty (30)
days from and after the date of its final passage.
