AND 17.43.110 AND ADDING SECTIONS 17.08.

230 AND 17.40.230 TO THE ORANGE MUNICIPAL
CODE RELATING TO ESTABLISHING MAXIMUM
PERMITTED LIGHTING
LEVELS.AMENDMENT

OF ORANGE WHEREAS, the Planning Commission heretofore has held
a duly advertised public hearing on the hereinafter
described amendment to the Orange Municipal Code and has recommended to
the city Council, by Resolution No. PC-38-
93, approval thereof: and WHEREAS, a need exists to control
the potential nuisance of excessive light, glare, and
noise "
spillover" onto surrounding properties.NOW, THEREFORE, City Council of the
city of Orange
does ordain
as follows:SECTION I:section 17.08.210 shall be added
to the orange Municipal Code
to read as follows:section 17.08.210 Emission of
Liahtina and Glare. Lighting on any premise shall be directed,
controlled, screened or shaded in such a manner as not to
shine directly on surrounding premises. Furthermore, lighting
on any residential property shall be controlled so as to
prevent glare or director illumination of any
public sidewalk
or thoroughfares.SECTION II:section 17.10.230 shall be added
to the Orange Municipal Code
to read as follows:section 17.10.230 Emission of
Liahtina and Glare. Lighting on any premise shall be directed,
controlled, screened or shaded in such a manner as not to
shine directly on surrounding premises. Furthermore, lighting
on any residential zoned property shall be controlled so as to
prevent glare or direct illumination of any
public sidewalk
or thoroughfares.SECTION III:section 17.26.230 shall be added
to the Orange Municipal Code
to read as follows:section 17.26.230 Emission of
Liahtina and Glare. Lighting on any premise shall be directed,
controlled, screened or shaded in such a manner as not to
premises. Furthermore, lighting on any residential property
shall be controlled so as to prevent glare or direct illumination
of any public sidewalk or thoroughfares.
SECTION IV:
section 17.32.260 shall be added to the Orange Municipal
Code to read as follows:
section 17.32.260 Emission of Liahtina and Glare. Lighting on
any premise shall be directed, controlled, screened or shaded in
such a manner as not to shine directly on surrounding premises.
Furthermore, lighting on any residential property shall be
controlled so as to prevent glare or direct illumination of any
pUblic sidewalk or thoroughfares.
SECTION V:
Section 17.38.230 shall be added to the Orange Municipal
Code to read as follows:
Section 17.38.230 Emission of Liahtina and Glare. Lighting on
any premise shall be directed, controlled, screened or shaded in
such a manner as not to shine directly on surrounding premises.
Furthermore, lighting on any residential property shall be
controlled so as to prevent glare or direct illumination of any
pUblic sidewalk or thoroughfares.
SECTION VI:
Section 17.40.230 shall be added to the Orange Municipal
Code to read as follows:
Section 17.40.230 Emission of Liahtina and Glare. Lighting on
any premise shall be directed, controlled, screened or shaded in
such a manner as not to shine directly on surrounding premises.
Glare from exterior lighting shall be shielded, screened or
oriented so as to not be seen from any point beyond the exterior
boundaries of the property and so the source shall not be a
nuisance to any point beyond the exterior boundaries of the
property or cause illumination in residential districts in excess
of 0.5 foot-candles. Flickering or intrinsically bright
sources of illumination shall be controlled so as not to be a nuisance
in residential districts. Illumination levels shall be
measured with a photoelectric photometer having a spectral
response similar to that of the human eye, following the spectral
luminous efficiency curve as adopted by the International Commission
on
Illumination.SECTION
VII:Existing Section 17.42.480 shall be deleted from the
Orange Municipal
Code.Section 17.42.480 shall be added to the Orange Municipal Code
to read as
follows:Ord No.14-
section 17.42.480 General Standards.
A. All mechanical or air conditioning apparatus shall be
screened from view and baffled for sound.
B. Lighting on any premise shall be directed, controlled
screened or shaded in such a manner as not to shine directly on
surrounding premises. Glare from exterior lighting shall be
shielded, screened or oriented so as to not be seen from any
point beyond the exterior boundaries of the property and so the
source shall not be a nuisance to any point beyond the exterior
boundaries of the property or cause illumination in residential
districts in excess of 0.5 foot-candles. Flickering
or intrinsically bright sources of illumination shall be
controlled so as not to be a nuisance in residential

SECTION IX:A summary of this Ordinance shall be published
and a certified copy of the full text of this Ordinance shall
be posted in the Office of the City Clerk at least five (5) days
prior to the City Council meeting at which this Ordinance is
to be adopted. A summary of this Ordinance shall also
be published once within fifteen (15) days after this Ordinance's passage
in a newspaper of general circulation, published, and
circulated in 3-Ord
the City of Orange. The city Clerk shall post in the Office of
the City Clerk a certified copy of the full text of such adopted
Ordinance along with the names of those City council members
voting for and against the Ordinance in accordance with
Government Code section 36933. This Ordinance shall take effect
thirty (30) days from and after the date of its final passage.
