LCI has a proven track record of providing quality engineering services to public agencies and is committed to delivering excellence. Our engineers will be able to fulfill this directive by enforcing our Quality Assurance and Quality Control (QA/QC) program as early and as strenuously as possible during project development. As a firm and as individuals, we always strive for excellence. Having this goal at the forefront of everything that we do has allowed us the ability to satisfy client demands on strict turnarounds. As a manifestation of this philosophy, we have established the following procedures we will undertake for this project: Out -going Documents: Prior to each milestone submittal, LIN Consulting's QA/QC manager will review the submittal document utilizing our in-house QA/QC procedure. Documents such as the plans, reports, calculation, specification, and cost estimates will go through the following process: To Review Design Concept 30% 80% x final Code compliant x Standards x x Constructability x Discipline Coordination x x x I' All plans produced by LIN Consulting will be carefully reviewed and approved prior to the distribution to other designers or to the client. A QA/QC signature stamp as shown in the picture is placed on all plans, it includes initials to be placed by the personnel who designed, reviewed, back -checked, and corrected the plan. It is important that in each level of the plan check, the engineer carefully reviews his/her work and not assume that someone else will be reviewing it to catch mistakes. LIN Consulting, Inc. The project encompasses the Construction Document design PS&E and bid -ready for the replacement of 54 light poles that have failed or corroded due to weather and/or standing irrigation water at the base. One challenge that we visually observed at the job walk is the lack of a conduit stub -up at the pole foundations which would prevent water from entering the conduit and protect the electrical wires from the water damage. It is also not visually apparent if the conductors and conduit are in good condition. Conductor testing is recommended prior to installing new poles and luminaire. As shown on this photo, the anchor bolts are corroded. Our team will take this observation into account during evaluation and a proposed solution will be presented. LCI will conduct a site visit and gather information on the current condition of each existing pole foundation and anchor bolt. Our structural engineer will then review and evaluate the information and render his professional opinion weather the existing foundation can be reused or met the latest building code requirements. LCI will discuss our findings with the city on the possible mitigation prior to proceeding with the design. Over the years, LCI has been working with a local reputable lighting company that services Southern California for many years. The lighting products they offer meet and exceed industry requirements. They will be involved in selecting new poles and LED luminaires to preserve the overall aesthetic look of the park. This proposal includes three (3) submittals; 30%, 80% and 100% submittal. A different submittal structure can be applied when requested by the City. PROPOSE SCOPE OF WORK Task 1: Construction Document Plan Set The following are the subtasks that will be undertaken to complete a successful design for the project: 1.1. EVALUATE EXISTING LIGHT POLE FOUNDATIONS (30% SUBMITTAL) • Conduct a site visit and gather pertinent information on existing lighting foundations and anchor bolts. • The structural engineer will review, evaluate, and render his professional opinion on the findings whether the existing foundations and anchor bolts can be reused. • Submit a written report and coordinate with the city on a proposed solution to mitigate while meet the building code requirements. 1.2. DESIGN AND PLAN PREPARATION (80% SUBMITTAL) 10' ,._,_ Area Lighting Replacement at Grijalva Park Upon approval of the proposed mitigation, LCI will proceed to the design and prepare of the CD plans. • Design and prepare structural calculations and foundation modification details to meet code requirements. • Prepare photometric calculation using current pole locations to verify the new luminaires meet the City's lighting requirements. • Perform and prepare Title 24 nonresidential compliance forms for outdoor lighting. • Design and prepare bid -ready plans including project cover sheet, electrical site plan, foundation plan section and details, Title 24 sheets. Plans will be prepare using latest AutoCAD in City standard format. ■ LCI will perform in-house QA/QC of the deliverables prior to submittal. The QC documents will be retained as part of LCI document retention. Deliverables: Cover Sheet — (1 sheet, no scale) Electrical Site Plan — (2 sheets, 1" =20') Structural Notes and Foundation Details — (1 sheet, scale as note) Title 24 Sheets — (2 sheets, No scale) Structural foundation calculations (PDF) Task 2: Preparation of Engineers Estimate (80% submittal) LCI will prepare an engineer's estimate of probable construction cost, using the latest cost from RS Means and the direct cost from lighting and pole manufacturer specified on the plans and specifications. A sample estimate format will be provided by the city to maintain document consistency. Deliverables: Engineer's Estimate of Probable Construction Cost — (PDF format) Task 3: Technical Specification (80% submittal) LCI will prepare the technical specifications using the City's standard specification. LCI will review and tailor to the City's standard bid documents for a complete construction documents package that includes the drawings and bid items. Deliverables: Electronic documents (MS Word and PDF format) Task 4: 100% Submittal After the City reviews the 80% submittal, LCI will review the comments and setup a coordination meeting with the city reviewer and go over the comments. LCI will incorporate the comments to the plans, update estimate and specification and will resubmit a bid -ready plan, estimate and specifications. 11=a2 Area Lighting Replacement at Grijalva Park Task 5: Project Management LCI and our team are committed to providing an excellent service to the City.
