HomeMy WebLinkAbout12-04-2023 PC MinutesMINUTES - FINAL City of Orange Planning Commission December 04, 2023 The Planning commission of the city of orange, califomia convened on Monday, December 4, 2023, at 5:30 p.m. in a Regular Meeting in the council chamber, 3oo E. chapman Avenue, Orange, California. 1, OPENING/CALL TO ORDER Chair Vazquez called the meeting to order at 5:33 p.m. 1,1 PLEDGE OF ALLEGIANCE Commissioner Simpson led the flag salute. 1.2 ROLL CALL Present: Martinez, Simpson, Veiar, Maldonado, Tucker, McCormack, and VazquezAbsent: None 2. PUBLIC COMMENTS None. 3. CONSENT CALENDAR 3.1. Approval of meeting minutes of the city of orange planning commission Regular Meeting held on November 6,2023. ACTION: Approved minutes as presented. Approval of the Consent Calendar A motion was made by Vice chair Martinez, seconded by commissioner Simpson, to approve the consent calendar as presented. The motion carried by the following vote:Ayes: Martinez, Simpson, Veiar, Maldonado, Tucker, McCormack, and VazquezNoes: None Absent: None 4, COMMISSION BUSTNESS 4.1, General Plan Annual Progress Report to the State of California, A motion was made by commissioner vejar, seconded by commissioner Maldonado,to receive and file the 2022 General plan Annual progress Repo(. The motion carried by the following vote: Aves: Martinez, Simpson, Veiar, Maldonado, Tucker, Mccormack, and VazquezNoes: None Absent: None Page '1 of 3 APPROVED BY THE PLANNING COMM]SSION ON JANUARY ).5,202q Planning Commission Minutes. Final 5.1. 5.NEW BUSINESS Public Hearing to consider a new church and coffeehouse at 51 l W. Chapman Avenue operated by CedarHouse, and finding of CEQA Exemption (Conditional Use Permit No. 3210-23). Note: Chair Yazquez recused himself from item 5.1 due to a potential conflict with employment and left the meeting at 5:40 p.m. Vice Chair Martinez conducted the remainder of the meeting. Vice Chair Martinez opened the public hearing. Public Speakers: The following spoke on behalf of the project: Peter Shambrook, Applicant; Patti Shambrook, Applicant; Danny Kurimay; Kylee Simonton; Jeff Stingley; and Christopher Key. The following people spoke in opposition of the project: Scott Bolt, Pat Hetherington, Ginger Conrad, Jeremy Chadwick, Jonathan Salmon, Karen Fremen. A motion was made by Commissloner McCormack to continue the item to a date uncertain, but failed due to lack of a second. A motjon was made by Commissioner Simpson, seconded Maldonado, to adopt Planning Commission Resolution No. 20-23. by Commissioner Resolution No. PC 2023. A Resolution of the planning commission of the city of Orange approving Conditional Use Permit No. 3210-23, a request by CedarHouse, a 501(c)3 organization for operation of a church with classes, community enrichment activities and a coffeehouse at 6'll W. Chapman Avenue. Find that the proposed project is categorically exempt from the provisions of the california Environmental Quality Act (GEQA) per state cEQA Guidelines section 1530'1 "Existing Facilities" Class 'l . The motion carried by the following vote: Ayes: Martinez, Simpson, Veiar, Maldonado, and TuckerNoes: McCormack Absent: None Recuse: Vazquez 6. ADJOURNMENT There being no further business, the meeting was adjourned at 6:40 p.m The next Regular Planning Commission 5:30 p.m., in the Council Chamber, meeting will be held on December 18, 2023 at 300 E.
