LEGAL NOTICE OF DESIGN REVIEW COMMITTEE
PUBLIC MEETING
MEETING
LOCATION: City Council Chamber, 300 E. Chapman Avenue, Orange
Members of the public can access meetings on Spectrum Cable Channel 3 and AT&T
U-verse Channel 99 and streamed live and on-demand on the City’s website.
All interested persons may submit comments and may be heard on any relevant matter
relating to the proposed actions by mail, email, voicemail or in-person, as set forth in
the December 6, 2023, Design Review Committee agenda to be posted on the City’s
website at www.cityoforange.org.

SUBJECT: DISH WIRELESS NEW STEALTH WIRELESS FACILITY (DESIGN REVIEW NO.
5108-23)

LOCATION: 407 E. Chapman Avenue (APN: 039-254-22)
REQUEST: A proposal for a new stealth wireless facility inside the City Main Library cupola and a
small GPS unit mounted on the northeast fascia of the tower. The library is not a
contributor to the Old Towne Orange Historic District.
ENVIRONMENTAL
INFORMATION: The proposed project is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301 (Class
1 - Existing Facilities), because it consists of a new stealth wireless facility located
within the library’s cupola that was constructed with the intent to house a future
wireless facility.
