April 26, 2023
The Parks Planning & Community Events Commission of the City of Orange, California
convened on April 26, 2023, at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300
E. Chapman Avenue, Orange, California.
1. OPENING/CALL TO ORDER
Chair Fields called the meeting to order at 5:30 pm.
1.1 PLEDGE OF ALLEGIANCE
Led by Commissioner Erika de Vries.
1.2 ROLL CALL
Present Litwin, Ahlswede, Freeman, de Vries, Kushon, and Fields
Absent Perez
1.3 ANNOUNCEMENTS
None
2. PUBLIC COMMENTS
Public Speakers
Girl Scout Troop 8288 requested repainting of playground equipment and shade sails
over McPherson Park Tot, and resurfacing of the track.
3. APPROVAL OF MINUTES
3.1. Approval of minutes of the City of Orange Park Planning & Community Events
Commission Regular Meeting held on January 25, 2023.
A motion was made by Vice Chair Litwin, seconded by Commissioner Ahlswede to
approve minutes as presented. The motion carried by the following vote:
Ayes: Litwin, Ahlswede, Freeman, de Vries, Kushon, and Fields
Noes: None
Absent: Perez
4. REPORTS FROM COMMISSIONERS
Chair Eugene Fields thanked Commissioner Steve Freeman for his service as outgoing
Chair.

5. ADMINISTRATIVE REPORTS
5.1. Community outreach meeting to collect input and recommendations on the Hart
Park Pickleball and Fitness Circuit Project conceptual design.
Public Speaker
Shirley Grindle suggested the City consider charging a fee for use of pickleball courts
and adding benches beside the courts.
5.2. Selection of a Park Naming Committee for the future pocket park located at the
Well 28 site.
A motion was made by Chair Fields, seconded by Commissioner Ahlswede to submit
the names provided by the Orange Barrio Historic Society (OBHS) to the City Council
for consideration and to form a subcommittee composed of Commissioner Kushon and
Commissioner Freeman to work with the OBHS on decorations for recommendation to
Council. The motion carried by the following vote:
Ayes: Litwin, Ahlswede, Freeman, de Vries, Kushon, and Fields
Noes: None
Absent: Perez
5.3. Recommendation of color schemes for new rubberized tot lot surface installation
at El Modena Park.
A motion was made by Commissioner Freeman, seconded by Vice Chair Litwin, to
recommend Option C - Standard Tan with Black. The motion carried by the following
vote:
Ayes: Litwin, Ahlswede, Freeman, de Vries, Kushon, and Fields
Noes: None
Absent: Perez
5.4. Capital Improvement Project Planning for Fiscal Year 2024-25.
Public Speakers
Megan Rodgers and Emily Lawrence spoke in support of the Girl Scouts and would like
to help with fund raising to refurbish the playground equipment at McPherson.
A motion was made by Commissioner Ahlswede, seconded by Commissioner
Freeman, to prioritize capital improvement projects as follows: Bandshell Lighting;
Tennis and Pickleball Courts at Grijalva; developing a new Masterplan of Parks and
Trails; Yorba Dog Park Renovation; replacing the tennis court fencing at Hart Park;
Eisenhower Park Renovation; Serrano Park lodge pole fencing installation; water bottle
filling stations; and Hart Park pathway lighting. The motion carried by the following
vote:
Ayes: Litwin, Ahlswede, Freeman, de Vries, Kushon, and Fields
Noes: None
Absent: Perez

6. COMMUNITY SERVICES DIRECTOR'S REPORT
Emily Bustamante, Assistant Community Services Director, provided an update on
parks and park planning accomplishments as outlined in the Masterplan for Park
Facilities, Recreation, and Community Services.
Danielle Valadez, Recreation Services Manager, provided an update on Spring and
Summer Special Events.
7. ADJOURNMENT
There being no further business, the meeting was adjourned at 7:25 p.m.
The Wednesday, July 26, 2023, Park Planning & Community Events Commission
meeting was cancelled. The next Regular meeting will be held on Thursday, July 27,
2023,at 5:30 p.m. in the Council Chamber.
