Chapman Avenue, Orange, California. 1. OPENING/CALL TO ORDER Chair Freeman called the meeting to order at 5:30 pm. 1.1 PLEDGE OF ALLEGIANCE Led by Commissioner Chip Ahlswede 1.2 ROLL CALL Present Ahlswede, Fields, Litwin, Vaughn, and Freeman Absent Perez, and Rouse 1.3 ANNOUNCEMENTS None. 2. PUBLIC COMMENTS Public Speaker: Robb Gallegos advocated for having tennis and pickleball courts in East Orange, specifically at Grijalva Park. 3. APPROVAL OF MINUTES 3.1. Approval of meeting minutes of the Park Planning & Community Events Commission of the City of Orange for the November 01, 2022 Special Meeting. A motion was made by Commissioner Ahlswede, seconded by Commissioner Vaughn, to approve minutes as presented. The motion carried by the following vote: Ayes: Ahlswede, Litwin, Vaughn, and Freeman Noes: None Absent: Perez, Fields, and Rouse 4. REPORTS FROM COMMISSIONERS Commissioner Adam Litwin asked for the results of the Survey on Tree Lighting Ceremony. Danielle Valadez reported that we received two responses stating they enjoyed the event. Commissioner Christine Vaughn encouraged other Commissioners to utilize their business contacts to support community events through the Community Partnership Program. Preliminary Conceptual Designs of the New Park in West Orange also known as Riverview Park". Commission was asked to provide feedback on two preliminary conceptual designs presented by Agora Partners. Eugene Fields joined the Commissioners in the dais at 5:40 pm) 5.2. Park Signage Installation Capital Improvement Project. A motion was made by Commissioner Ahlswede, seconded by Vice Chair Litwin to recommend Option B for park signage,with zeros removed and a QR Code added. Ayes: Ahlswede, Fields, Litwin, and Freeman Noes: Vaughn Absent: Perez, and Rouse 5.3. Capital Improvement Project Planning Process. Commission was asked to provide input and recommendations for future capital improvement projects. A motion was made by Commissioner Fields, seconded by Commissioner Freeman, to approve annual CIP planning schedule as outlined for Fiscal Year 2023-24 and future years. The motion carried by'the following vote: Ayes: Ahlswede, Fields, Litwin, Vaughn, and Freeman Noes: None Absent: Perez, and Rouse 5.4. Selection of the 2023 Concerts in the Park Band Selection Committee. A motion was made by Commissioner Freeman, seconded by Commissioner Ahlswede, to designate Commissioners Fields, Litwin, and Freeman to serve on the 2023 Concert in the Park Band Selection Committee. The motion carried by the following vote: Ayes: Ahlswede, Fields, Litwin, Vaughn, and Freeman Noes: None Absent: Perez, and Rouse 5.5. City Led Special Events. Commissioners provided input on current special events and recommendations for potential future special events. 5.6. Selection of Park Planning and Special Event Commission Officers. A motion was made by Commissioner Litwin, seconded by Commissioner Ahlswede, to nominate Eugene Fields as Chair. The motion carried by the following vote: Ayes: Ahlswede, Litwin, Vaughn, and Freeman Noes: None Page 2 of 3 Park Planning and Community Events Minutes-Draft January 25,2023 Commission Absent: Perez, and Rouse Recused: Fields A motion was made by Commisioner Vaughn, seconded by Commissioner Fields, to nominate Adam Litwin as Vice Chair. The motion carried by the following vote: Ayes: Ahlswede, Fields,Vaughn, and Freeman Noes: None Absent: Perez, and Rouse Recused: Litwin 5.7. Frequency of the Park Planning and Community Events Commission Meetings. A motion was made by Commissioner Fields, seconded by Commissioner Ahlswede, to recommend to City Council the Commission meet no more than every other month and no less than the current meeting schedule. The motion carried by the following vote: Ayes: Ahlswede, Fields, and Freeman Noes: Litwin, and Vaughn Absent: Perez, and Rouse 6. COMMUNITY SERVICES DIRECTOR'S REPORT None. 7. ADJOURNMENT There being no further business, the meeting was adjourned at 7:42 pm .
