Planning Commission
August 21, 2023
The Planning Commission of the City of Orange, California convened on August 21,
2023, at 7:00 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman
Avenue, Orange, California.
1. OPENING/CALL TO ORDER
Chair Vazquez called the meeting to order at 7:01 p.m.
1.1 PLEDGE OF ALLEGIANCE
Vice Chair Martinez led the flag salute.
1.2 ROLL CALL
Present: Martinez, Martin, Maldonado, Tucker, McCormack, and Vazquez
Absent: Simpson
2. PUBLIC COMMENTS
None.
3. CONSENT CALENDAR
3.1. Approval of meeting minutes of the City of Orange Planning Commission Regular
Meeting held on August 7, 2023.
ACTION: Approved minutes as presented.
Approval of the Consent Calendar
A motion was made by Vice Chair Martinez, seconded by Commissioner Maldonado, to
approve the Consent Calendar as presented. The motion carried by the following vote:
Ayes: Martinez, Martin, Maldonado, Tucker, McCormack, and Vazquez
Noes: None
Absent: Simpson
4. NEW BUSINESS
Item 4.2 re-ordered to be heard before Item 4.1.)
4.2 Public Hearing to consider Conditional Use Permit No. 3199-22, Euro Caffe, 119
S. Glassell Street, and finding of CEQA Exemption.
Chair Vazquez opened the public hearing.

Chair Vazquez closed the public hearing.
A motion was made by Chair Vazquez, seconded by Vice Chair Martinez, to adopt
Planning Commission Resolution No. PC 14-23.
A Resolution of the Planning Commission of the City of Orange approving Conditional
Use Permit No. 3199-22, allowing beer and wine sales for on-site consumption in
conjunction with a new State of California Department of Alcoholic Beverage Control
Type 41 license (On-Sale Beer and Wine) at an existing restaurant located at 119 S.
Glassell Street.
The motion carried by the following vote:
Ayes: Martinez, Martin, Maldonado, Tucker, McCormack, and Vazquez
Noes: None
Absent: Simpson
Commissioner McCormack recused himself from item 4.1 due to a potential conflict of interest
and left the meeting at 7:18 p.m.
4.1 Public Hearing to consider Conditional Use Permit No. 3079-18, Tabassi
Enterprises, Inc., 830 E. Katella Avenue and finding of CEQA exemption.
Chair Vazquez opened the public hearing.

Chair Vazquez closed the public hearing.
A motion was made by Commissioner Tucker, seconded by Commissioner Maldonado,
to adopt Planning Commission Resolution No. 15-23
A Resolution of the Planning Commission of the City of Orange approving Conditional
Use Permit No. 3079-18 authorizing a State of California Department of Alcoholic
Beverage Control License (Type 20 - Off-Sale Beer and Wine) for a convenience store
and gas station located at 830 E. Katella Avenue.
The motion carried by the following vote:
Ayes: Martinez, Martin, Maldonado, Tucker, and Vazquez
Noes: None
Absent: Simpson
Recuse: McCormack

5. ADJOURNMENT
There being no further business, the meeting was adjourned at 7:27 p.m.
The next Regular Planning Commission Meeting will be held on September 7, 2023 at
