The Parks Planning & Community Events Commission of the City of Orange, California
convened on November 1, 2022, at 5:30 p.m. for a Special Meeting in the Council Chamber,
300 E. Chapman Avenue, Orange, California.
1. OPENING/CALL TO ORDER
Chair Freeman called the meeting to order at 5:30 p.m.

1.3 ANNOUNCEMENTS
Danielle Valadez presented an overview of Special Events.
2. PUBLIC COMMENTS
None.
3. APPROVAL OF MINUTES
3.1. Approval of meeting minutes of the Park Planning & Community Events
Commission of the City of Orange for the July 28, 2022 Regular Meeting.
A motion was made by Commissioner Ahlswede, seconded by Commissioner Vaughn,
to approve minutes as presented. The motion carried by the following vote:
Ayes: Ahlswede, Fields, Litwin, Vaughn, and Freeman
Noes: None
Absent: Perez, and Rouse
4. REPORTS FROM COMMISSIONERS
Commissioner Ahlswede requested staff arrange visits to City parks for commissioners
that wanted them. He also requested that the 1999 Masterplan for Park Facilities,
Recreation and Community Services be updated with what has been accomplished
and what projects still need to be addressed. He suggested the creation of an ad hoc
committee to find out if there are any surplus properties owned by government entities
that can serve as park or trail space.

5. ADMINISTRATIVE REPORTS
5.1. Recommendation of color schemes for new tot-lot shade sail structures at
Belmont and La Veta Parks.
A motion was made by Commissioner Fields, seconded by Commissioner Ahlswede, to
recommend Option B for color schemes of new tot-lot shade sail structures for Belmont
and La Veta Parks. The motion carried by the following vote:
Ayes: Ahlswede, Fields, Litwin, Vaughn, and Freeman
Noes: None
Absent: Perez, and Rouse
5.2. Information regarding the Eisenhower Park barn and former zoo area.
It was Commission consensus to request staff to evaluate feasibility of a community
garden or animal area in the former barn zoo area.
5.3. Community Services Capital Improvement Program update.
A motion was made by Commissioner Fields, seconded by Chair Freeman, to
recommend submitting the proposed Fiscal Year 2023-2024 projects into the
Community Services Department Fiscal Year 2023-2024 CIP budget. The motion
carried by the following vote:
Ayes: Ahlswede, Fields, Litwin, Vaughn, and Freeman
Noes: None
Absent: Perez, and Rouse
5.4. Park Naming Procedure for New City Parks.
A motion was made by Commissioner Ahlswede, seconded by Commissioner Litwin, to
approve the proposed draft procedure for naming new city parks. The motion carried
by the following vote:
Ayes: Ahlswede, Fields, Litwin, Vaughn, and Freeman
Noes: None
Absent: Perez, and Rouse
5.5. Frequency of the Park Planning and Community Events Commission Meetings.
A motion was made by Chair Freeman, seconded by Commissioner Ahlswede, to
continue discussion of item 5.5 to the January 25, 2023 meeting. The motion carried
by the following vote:
Ayes: Ahlswede, Fields, Litwin, Vaughn, and Freeman
Noes: None
Absent: Perez, and Rouse
Commissioner Vaughn left the meeting at 7:03 p.m.
5.6. Report on partial costs associated with a 5k race.

5.7. Movie in the Park Series Recommendations
A motion was made by Commissioner Ahlswede, seconded by Chair Freeman, to
recommend two Movies in the Park in Spring 2023, one to be held on April 7 at Grijalva
Park and one to be held on May 19 at Steve Ambriz Park. The motion carried by the
following vote:
Ayes: Ahlswede, Fields, Litwin, and Freeman
Noes: None
Absent: Perez, Rouse, and Vaughn
5.8. 2023 Concert in the Park Series Recommendations
A motion was made by Chair Freeman, seconded by Commissioner Fields, to
recommend having the first concert of the 2023 Concerts in the Park series at El
Camino Real Park, the last concert of the series at Grijalva Park and keep the
remaining concerts at Hart Park. The motion carried by the following vote:
Ayes: Ahlswede, Fields, Litwin, and Freeman
Noes: None
Absent: Perez, Rouse, and Vaughn
5.9. Grijalva Park Master Plan Update.
Public Speaker- Rob Gallegos recommends having tennis and pickleball courts in East
Orange.
A motion was made by Commissioner Fields, seconded by Commissioner Ahlswede, to
recommend to City Council to consider reinstating the aquatic facility; adding open
space such as one to two athletic fields; to be mindful of the footprint of the new
amenities; and adding tennis & pickleball on the north side of the property. The motion
carried by the following vote:
Ayes: Ahlswede, Fields, Litwin, and Freeman
Noes: None
Absent: Perez, Rouse, and Vaughn
6. COMMUNITY SERVICES DIRECTOR'S REPORT
Danielle Valadez, Recreation Services Manager, provided an update on Fall and
Winter Events.
7. ADJOURNMENT
There being no further business, the meeting was adjourned at 8:57 pm.
The next Regular Park Planning & Community Events Commission meeting will be held
on Wednesday, January 25, 2023, at 5:30 p.m., in the Council Chamber.
