The Parks Planning & Community Events Commission of the City of Orange, California
convened on April 27, 2022, at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300
E. Chapman Avenue, Orange, California.
1. OPENING/CALL TO ORDER
Chair Freeman called the meeting to order at 5:30 p.m.

Led by Chair Freeman.

Present Perez, Fields, Litwin, Rouse, Vaughn, and Freeman

3. APPROVAL OF MINUTES
3.1. Approval of meeting minutes of the Park Planning & Community Events
Commission of the City of Orange for the January 26, 2022, Regular Meeting.
A motion was made by Commissioner Vaughn, seconded by Commissioner Litwin, to
approve the minutes as presented. The motion carried by the following vote:
Ayes: Perez, Fields, Litwin, Rouse, Vaughn, and Freeman
Noes: None
Absent: None
4. REPORTS FROM COMMISSIONERS

5. ADMINISTRATIVE REPORTS
5.1. Community Services Capital Improvement Program update.

5.2. City Led Special Event Update
The Commission asked about the feasibility of a "round-up" program for paid ticketed
events to increase donations at city led special events.
5.3. Provide information on the feasibility of a movies in the park series.
Commission members will reach out to local community groups and non-profit
associations to solicit partnership for a possible movie in the park special event.
Commission requested staff to provide the survey list of local OC Cities that hosted
movies in the park in 2021. Commission also requested staff to explore various ways to
increase marketing of park and facility rentals.
5.4. Replacement mural on the Orange Home Grown storage shed at the Hart Park
Orange Grove.
Megan Penn, Executive Director of Orange Home Grown, responded to Commission
inquiries regarding materials, funding and timeline for completion of the mural.
5.5. Information regarding the Park Naming Process
Senior Assistant City Attorney Binning confirmed no more than two members of the
Commission may discuss a park naming policy outside of a public meeting.
The Commission requested a presentation to be scheduled for the next meeting
regarding the Well 28 pocket park.
Discussion of park naming criteria ensued.
5.6. Provide an update on the response from the Community Foundation of Orange
and the Elks Lodge regarding taking the lead on a 911 Remembrance Day event.
Staff reported on communications with Community Foundation of Orange and the
Orange Elks Lodge.
A motion was made to form a subcommittee with Commissioner Fields and
Commissioner Vaughn with community stakeholders and staff, to develop a proposal
for a 9/11 Remembrance Day special event for City Council consideration. The motion
carried by the following vote:
Ayes: Perez, Fields, Litwin, Rouse, Vaughn, and Freeman

6. COMMUNITY SERVICES DIRECTOR'S REPORT
Recreation Service Manager, Danielle Valadez, provided an update on the following items:

7. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:35 p.m. to a meeting
on Thursday, July 28, 2022 at 5:30 p.m. in the Council Chamber. The July 27, 2022,
Regular meeting was cancelled.
RECONVENE
The Commission reconvened at 6:37 p.m. with all members present, to allow a
member of the public to comment on a non-agenda item.
PUBLIC COMMENTS
Tina Schnider spoke regarding a wildlife education program and additional signage to
protect local wildlife in parks.
ADJOURNMENT
There being no further business, the meeting was adjourned at 6:41 p.m.
