01-26-2022 Minutes PPCE MINUTES City of Orange Park Planning and Community Events Commission January 26, 2022 The Parks Planning & Community Events Commission of the City of Orange, California convened on January 26, 2022, at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange, California. 1. OPENING/CALL TO ORDER Chair Freeman called the meeting to order at 5:30 p.m. 1.1 PLEDGE OF ALLEGIANCE Led by Commissioner Eugene Fields. 1.2 ROLL CALL Present Fields, Freeman, Litwin, Perez, Rouse, and Vaughn Absent None 1.3 ANNOUNCEMENTS None 2. PUBLIC COMMENTS None 3. APPROVAL OF MINUTES 3.1. Approval of meeting minutes of the Park Planning & Community Events Commission of the City of Orange for the October 27, 2021 Regular Meeting. A motion was made by Commissioner Fields, seconded by Commissioner Rouse, to approve the minutes as presented. The motion carried by the following vote: Ayes: Fields, Freeman, Litwin, Perez, Rouse, and Vaughn Noes: None Absent: None 4. REPORTS FROM COMMISSIONERS Commissioner Eugene Fields proposed to consider the following three items for the next meeting: 1. Movies in the Park Series; 2. Patriots Day (9/11) Celebration in partnership with CFO or Elks; 3. Creating a process for naming parks in the City. Consideration of proposed multipurpose trail along Santiago Creek that would connect Yorba Street to N. McPherson Road as a public benefit. Public Speakers: The following spoke against the project: Shirley Grindle, Dale Hartmann, Dan McKinney, Stephen Deschenes, John Moore, Sharon Galaso, and Georgeann Hoeger. A motion was made by Commissioner Litwin, seconded by Commissioner Fields, to recommend to the City Council that, if the underlying project is approved, the City Council accept the proposed multipurpose public trail associated with the Stonefield Development in exchange for allowing the designated southernmost portion of Grijalva Park to be used as an emergency access road for the Chapman Yorba VIII project. The motion carried by the following vote: Ayes: Fields, Freeman, Litwin, Perez, Rouse, and Vaughn Noes: None Absent: None 5.2. Community Services Capital Improvement Program Update. Update was received and filed. 5.3. Consideration of a Request for a Mural at El Camino Real Park. Public Speakers: The following spoke in favor of the project: Kimberly Bottomley and Damin Lujan. A motion was made by Commissioner Vaughn, seconded by Vice Chair Perez, to move forward with the exploration through City Council providing the mural at El Camino Real Park on both the east and west wall. The motion carried by the following vote: Ayes: Fields, Freeman, Litwin, Perez, Rouse, and Vaughn Noes: None Absent: None 5.4. Additional fundraising opportunities at Concerts in the Park for Orange Nonprofit groups. A motion was made by Commissioner Vaughn, seconded by Chair Freeman, to leave Concerts in the Park as is, on the basis that there is little demand from non profits. The motion carried by the following vote: Ayes: Fields, Freeman, Litwin, Perez, Rouse, and Vaughn Noes: None Absent: None 5.5. Selection of the 2022 Concerts in the Park Band Selection Committee. A motion was made by Chair Freeman, seconded by Vice Chair Perez, to designate Eva Perez, Adam Litwin, and Steve Freeman to participate and help determine bands for the 2022 Concerts in the Park series. COMMUNITY SERVICES DIRECTOR'S REPORT Recreation Services Manager Danielle Valadez provided an update on the following items: 6.1. Spring Time Events 6.2. Partnership Opportunities 6.3. Street Closures for Special Events 7. ADJOURNMENT There being no further business, the meeting was adjourned at 7:34 p.m. The next Regular Park Planning & Community Events Commission meeting will be held on Wednesday, April 27, 2022, at 5:30 p.m., in the Council Chamber.
