PUBLIC MEETING

LOCATION: City Council Chamber, 300 E. Chapman Avenue, Orange
Members of the public can access meetings on Spectrum Cable Channel 3 and AT&T U-
verse Channel 99 and streamed live and on-demand on the City’s website.
All interested persons may submit comments and may be heard on any relevant matter
relating to the proposed actions by mail, email, voicemail or in-person, as set forth in the
June 21, 2023, Design Review Committee agenda to be posted on the City’s website at
www.cityoforange.org.

SUBJECT: DESIGN REVIEW NO. 5071-22 – SALEM LUTHERAN CHURCH & SCHOOL –
PRESCHOOL
PROPERTY
LOCATION: 6500 E. SANTIAGO CANYON ROAD, ORANGE, CA (APN: 379-451-13)
REQUEST: New construction of a 7,500 SF preschool and 8,700 SF outdoor play area. The preschool
is part of Phase I of the approved Specific Plan for the Salem Lutheran Campus.
ENVIRONMENTAL
INFORMATION: The environmental impacts of the proposed project were evaluated through final certified
Environmental Impact Report No. 1827-11 (State Clearinghouse No. 2011101046), which
was prepared in accordance with the provisions of CEQA per State CEQA Guidelines
Section 15070 et seq. and in conformance with the Local CEQA Guidelines.
