MINUTES - FINAL
The Planning Commission of the City of Orange, California convened on January 16, 2023, at
7:00 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
1.OPENING/CALL TO ORDER
Chair Vasquez called the meeting to order at 7:00 p.m.
1.1 PLEDGE OF ALLEGIANCE
Commissioner Martinez led the flag salute.

None.

5.CONTINUED HEARINGS
5.1.Resolution of Denial for Appeal No. 0560-22; an appeal of Design Review
Committee approval of Design Review No. 5077-22 allowing construction of a
new duplex unit at 529 S. Grand Street (Continued from December 5, 2022,
Planning Commission Meeting)
Chair Vazquez opened the public hearing; there being no speakers, Chair Vazquez
closed the public hearing.
A motion was made by Chair Vazquez, seconded by Vice Chair Glasgow, to approve
Planning Commission Resolution No. PC 34-22 entitled:

Resolution of Denial for Appeal No. 0560-22; an appeal of Design Review Committee
approval of Design Review No. 5077-22 allowing construction of a new duplex unit at
529 S. Grand Street
The motion carried by the following vote:

6.NEW HEARINGS
6.1.Public Hearing to consider Conditional Use Permit No. 3191-22, Conditional Use
Permit No. 3192-22, Variance No. 2257-22, Design Review No. 5084-22, and Minor
Site Plan Review 1107-22 for Jim’s Original Restaurant at 214 and 216 N. Tustin
Street and a finding of CEQA exemption.
Commissioner Trapesonian recused himself from Item 6.1 due to a potential conflict
with employment and left the meeting at 7:03 p.m.
Chair Vazquez opened the public hearing.

The following spoke on behalf of the project:
Pedram Shokati, Applicant; Jim Christopoulos, Applicant.
Chair Vazquez closed the public hearing.
The Commissioners discussed the following:
·The proposed masonry wall at the western property line adjacent to existing
residential dwellings
·Mitigation of potential noise impacts to surrounding neighbors
·Potential addition of a new condition approval to require an alarm on the
emergency exit gate for the outdoor dining patio
·Traffic queuing for drive-through lane
·Applicant’s obligation to respond to future issue
A motion was made by Vice Chair Glasgow, seconded by Chair Vazquez to approve
Planning Commission Resolution No. PC 01-23 entitled:
A Resolution of the Planning Commission of the City of Orange approving Conditional
Use Permit No. 3191-22, Variance No. 2257-22, Design Review No. 5084-22, and
Minor Site Plan Review 1107-22, to demolish three existing one -story commercial
buildings and construct a new two -story commercial building consisting of a
drive-through restaurant with indoor and outdoor dining on the first floor, and an office
on the second floor located at 214 and 216 N. Tustin Street.

A motion was made by Vice Chair Glasgow, seconded by Commissioner Martinez, to
approve Planning Commission Resolution No. PC 02-23 entitled:
A Resolution of the Planning Commission of the City of Orange approving Conditional
Use Permit No. 3192-22, allowing beer and wine sales for on -site consumption in
conjunction with a new State of California Department of Alcoholic Beverage Control
(ABC) License Type 41 (On-Sale Beer and Wine) at a restaurant located at 214 N.
Tustin Street.
The motion carried by the following vote:

There being no further business, the meeting was adjourned at 7:53 pm.
