The City Council of the City of Orange, California convened on Monday, January 23, 2023, at
5:00 p.m. for a Special Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
5:00 PM CLOSED SESSION
1. CALL TO ORDER
Mayor Slater called Closed Session to order at 5:02 p.m.
1.1 ROLL CALL
Present: Barrios, Dumitru, Tavoularis, Gutierrez, Bilodeau, Gyllenhammer, and Slater
Absent: None
2. PUBLIC COMMENTS ON CLOSED SESSION ITEMS
None
3. RECESS TO CLOSED SESSION
The City Council recessed to Closed Session at 5:03 p.m. with all Members present to
discuss the following:
a. PUBLIC EMPLOYEE APPOINTMENT
Pursuant to Government Code Section 54957(b)1.
Titles: City Manager, City Attorney
RECESS TO REGULAR SESSION: At 6:04 p.m. the City Council recessed from Closed
Session to Open Session in the Council Chamber.
The City Council reconvened in Closed Session at 7:12 p.m. with all Members present.
4. CLOSED SESSION REPORT
None
5. ADJOURNMENT
Closed Session was adjourned at 8:17 p.m.

6:00 PM REGULAR SESSION
1. OPENING/CALL TO ORDER
Mayor Slater called the meeting to order at 6:08 p.m.
1.1 PLEDGE OF ALLEGIANCE
Led by Mayor pro tern Arianna Barrios.
1.2 ROLL CALL
Present: Barrios, Dumitru, Tavoularis, Gutierrez, Bilodeau, Gyllenhammer, and Slater
Absent: None
2. ADMINISTRATIVE REPORTS
2.1. Preliminary update on health and welfare benefit options for elected City
Councilmembers.
Human Resources Director Monica Espinoza provided the staff report and answered
Council's questions.
Public Speaker:
David Casselman expressed concerns with elected officials voting for their own
benefits.
Council discussed appropriate amount of benefits and the various options available.
A motion was made by Councilmember Bilodeau, seconded by Councilmember
Dumitru, to provide a health care plan for City Councilmembers. The motion carried by
the following vote:
Ayes: Dumitru, Tavoularis, Bilodeau, and Slater
Noes: Barrios, Gutierrez, and Gyllenhammer
Absent: None
A motion was made by Councilmember Bilodeau, seconded by Councilmember
Tavoularis, to provide a $50,000 Life Insurance benefit for City Councilmembers. The
motion failed by the following vote:
Ayes: Dumitru, Tavoularis, and Bilodeau
Noes: Barrios, Gutierrez, Gyllenhammer, and Slater
Absent: None
A motion was made by Councilmember Bilodeau, seconded by Councilmember
Dumitru, to enroll Councilmembers in CaIPERS retirement system. The motion carried
by the following vote:
Ayes: Barrios, Dumitru, Tavoularis, Gutierrez, Bilodeau, and Slater
Noes: Gyllenhammer

A motion was made by Mayor Slater, to approve $875 for City Councilmembers to
cover health care benefits for themselves only and requiring Councilmembers to sign
an affidavit confirming they are not currently covered by their spouse or other medical
plan.
After further discussion, Mayor Slater withdrew his motion to allow staff time to compile
more information about the options for waiving a medical plan, but allowing
Councilmembers to opt in for vision and/or dental if needed. Staff was directed to
return with a report at the next Regular Council meeting.
Council recessed at 7:06 p.m. and reconvened in Closed Session at 7:12 p.m. with all
Members present.
Council reconvened in Open Session at 8:17 p.m. with all Members present.
3. ADJOURNMENT
There being no further business, the meeting was adjourned at 8:18 p.m.
The next Regular City Council meeting will be held on Tuesday, February 14, 2023, at
6:00 p.m., in the Council Chamber, with Closed Session beginning at 5:00 p.m., if
necessary.
