Design Review Committee
November 16, 2022 •
1. OPENING/CALL TO ORDER
Chair Imboden called the meeting to order at 5:34 p.m.
1.1 PLEDGE OF ALLEGIANCE
Vice Chair McDermott led the flag salute.

3. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine by the
Design Review Committee and will be enacted by one motion. There will be no
separate discussion of said items unless members of the Design Review Committee,
staff or the public request specific items removed from the Consent Calendar for
separate action.
3.1. Approval of meeting minutes of the Design Review Committee ,of the City of
Orange for the November 2, 2022 Regular Meeting.
ACTIONf Approved minutes as presented.
Approval of the Consent Calendar
A motion was made by Committee Member Fox, seconded by Vice Chair McDermott,
to approve the Consent Calendar. The motion carried by the following vote:
Ayes: McDermott, Fox, Skorpanich, and Imboden

A motion was made. by Committee ,Member Skorpanich, seconded by. Vice Chair
McDermott, to approve Design Review No. 5078-22. The motion carried by the
following vote:

4.2. Design ,Review No. 5084-22, Jim's Original Restaurant at 214 and 216 N. Tustin
Street

Landscape Architect; Jeff Rabbitt, Architect.
The following had questions and spoke in favor:
John Binford and Andre Pals.
Committee Members discussed the following:
Distribution of trees and landscaping around the site.
c • Height of block wall along the western property line in relation to adjacent
residential properties to the west
Building, elevations and placement of window mullions in relation to the
second-story floor
Appearance of elevator space on the west elevation
Inconsistent style of the outdoor dining patio cover brackets with the
architectural design of the building
Proposed color scheme and finish of the transformer and surrounding bollards
at the rear of the building Kelvin level of the LED parking lot lighting '
Interface between the second story windows on the western elevation of the •
building and residential properties to the west
A motion was made by Committee .Member Fox, seconded by Chair Imboden, to
recommend approval of) Design Review No. 5084-22 to the Planning Commission with
the conditions presented in the staff report and the following additional conditions:
1) Exterior lighting fixtures shall be limited to. 3500K_ or less. This shall be verified by
planning staff prior to the issuance of building permits.
2) West-facing second-floor windows shall have a horizontal aluminum louver system
added to help screen•interior building from residences to the west. This shall be verified
by planning staff prior to the issuance of building permits.
3) The landscape plan shall be altered to exclude the Podocarpus trees as "trees"
given their function as a hedge and the revised plan shall have 23 trees per the sketch
provided by the architect during the meeting. This shall be verified by planning staff •
prior to the issuance of building permits.

4) Larger planter areas (near the proposed transformer) shall be added per sketch
provided by the architect during the meeting. This shall be verified by planning staff
prior to the issuance of building permits.
5) Higher shrubs shall be planted in in the northeast planter to properly screen parking
as required by the Code. This shall be verified by planning staff prior to the _issuance of
building permits.
6) Mullions on the windows of the elevator lobby shall be. adjusted to reflect the floor
framing lines. This shall be verified by planning staff prior to the issuance of building
permits.
7) The western property line wall shall be coordinated with the adjacent neighbors to
the west, so that there are no two parallels walls that are closer than 12-inces to each
other.
8) The maximum height of the western wall shall be maximum 12-feet above the
neighbor's finished grade to the west, and all work shall be coordinated with the
adjacent property owners to the west.

RECESS: The Design Review Committee recessed at 7:37 p.m. and reconvened at 7:47
p.m. with all Members present.
4.3. Design Review No. 5085-22 -Huddleston Remodel, 822 E.Walnut Avenue
Public Speaker:
The following spoke on behalf of the project:
John Marvick, Architect.
Committee Members discussed the following:
Chimney extension
A 'motion was made by Committee Member Fox, seconded by Committee Member
Skorpanich, to approve DRC No. 5085-22 with the following recommendations:
Recommendation:
1) If the chimney cannot be extended with brick that matches existing, the applicant
should consider applying stucco 'or a copper shroud per the architect's, discretion using
an alternate material that compliments the house.
2)A planter with shrubbery be added in front of the new addition.

4.4. Design Review No. 5099-22, Taco Adobe, 121 N. Lemon Street

Committee Members discussed the following:
Signage
Tile choice in relation to exterior building color and sidewalk
Color of bollards
Style of shutters
Relationship of site to the Plaza-Depot Pedestrian Connection Study
Building Lighting
A motion was made by Chair lmboden, seconded by Committee Member Skorpanich,
to approve Design Review No. 5099-22 with the following conditions:
1) The applicant shall work with the Historic Preservation Planner to select an alternate
tile for the front of the building that is more consistent and compatible with paving
materials of the period. This shall be verified by planning staff prior to the issuance of
building permits.
2) The top of shutter shall not be arched, but shall be a simple square frame on all
sides. This shall be verified by planning staff prior to the issuance of building permits.
The motion carried by the following vote:
