December 15, 2022
The City Council of the City of Orange, California convened on Thursday, December 15,
2022, at 6:00 p.m. for a Special Meeting in the Council Chamber, 300 E. Chapman Avenue,
Orange, California.
6:00 PM REGULAR SESSION
1. OPENING/CALL TO ORDER
Mayor Murphy called the meeting to order at 6:00 p.m.
1.1 INVOCATION
Given by Carolyn Cavecche, former City of Orange Mayor.
1.2 PRESENTATION OF COLORS
Presented by the Orange Police Department Honor Guard.
1.3 PLEDGE OF ALLEGIANCE
Led by Vicente Sarmiento, Orange County Supervisor-Elect, Second District.
1.4 NATIONAL ANTHEM
Sung by Susie DiGiovanna.
1.5 ROLL CALL
Present: Dumitru, Gutierrez, Nichols, Tavoularis, Barrios, and Murphy
Absent: Monaco
2. LEGAL AFFAIRS
2.1. Declaration of election results for the November 8, 2022, General Municipal
Election. Resolution No. 11426.
A motion was made by Mayor pro tem Nichols, seconded by Councilmember
Tavoularis, to adopt Resolution No. 11426. A Resolution of the City Council of the City
of Orange reciting the facts of the General Municipal Election held on November 8,
2022, and declaring the result and such other matters as provided by law. The motion
carried by the following vote:
Ayes: Dumitru, Gutierrez, Nichols, Tavoularis, Barrios, and Murphy
Noes: None
Absent: Monaco

3. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:07 p.m. for the Oath
of Office Ceremony.
The next Regular City Council meeting will be held on Tuesday, January 10, 2023, at
6:00 p.m., in the Council Chamber, with Closed Session beginning at 5:00 p.m., if
necessary.
OATH OF OFFICE CEREMONY
City Clerk Pamela Coleman administered the Oath of Office to Mayor-Elect Dan Slater.
Mayor Slater made a few remarks before returning to his seat.
Former Mayor Carolyn Cavecche administered the Oath of Office to District 1
Councilmember-Elect Arianna Barrios. Councilmember Barrios made a few remarks
before returning to her seat.
Ambassador Gaddi Vasquez administered the Oath of Office to District 3
Councilmember-Elect Kathy Tavoularis. Councilmember Tavoularis made a few
remarks before returning to her seat.
Orange County Supervisor-Elect, Second District, Vicente Sarmiento administered the
Oath of Office to District 4 Councilmember-Elect Denis Bilodeau. Councilmember
Bilodeau made a few remarks before returning to his seat.
City Clerk Pamela Coleman administered the Oath of Office to District 6
Councilmember-Elect John Gyllenhammer. Councilmember Gyllenhammer made a few
remarks before returning to his seat.
Mayor Slater invited everyone to a reception in the Weimer Room in honor of the newly
elected officials.
