ORDINANCE NO. 08-22
RAPIDS EXPRESS CARWASH
NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a Public
Hearing Tuesday, November 15, 2022, at 6:00 p.m., or as soon thereafter as the matter may be
heard, at the City Council Chamber, 300 E. Chapman Avenue, Orange to consider the following
request:
SUBJECT:Approval of Conditional Use Permit No. 3154-21, Design Review No. 5060-21,
Minor Site Plan Review No. 1074-21, Zone Change No. 1305-21 and introduction of Ordinance
No. 08-22, for a request to demolish an existing restaurant at a 1.109 acre lot and to construct a
new 13,860 square foot automatic carwash facility and associated vacuum areas. As part of the
project, a Zone Change is requested from the existing zoning of Commercial Recreation (C-R) to
Urban Mixed Use (UMU) to establish consistency with the City’s General Plan designation.

ENVIRONMENTAL INFORMATION: Zone Change: Final Program EIR No. 1815-09 for the
Comprehensive General Plan Update was certified on March 9, 2010, and prepared in accordance
with the California Environmental Quality Act (CEQA). The proposed zone change is within the
scope of the previously approved General Plan and is adequately described in the previously
certified General Plan Program EIR for purposes of CEQA. Project: The proposed project is
categorically exempt from the provisions of CEQA and no public review is required per State
CEQA Guideline 15332 (Class 32 – In-fill Development Projects) because the project site is less
than five acres; the project site has no value as habitat for endangered, rare, or threatened species;
the approval of the project would not result in any significant effects relating to traffic, noise, air
quality, or water quality; and the site can be adequately served by all required utilities and public
services.
