97 AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ORANGE CREATING CHAPTER 12.02
OF THE ORANGE MUNICIPAL CODE
ADOPTING THE 1997 EDITION OF THE
STANDARD SPECIFICATIONS FOR PUBLIC
WORKS
CONSTRUCTION.WHEREAS, the City Council desires to regulate materials of construction
and their use in the erection, installation, alteration, repair, removal, conversion,
demolition,and construction of public works improvements in the City of Orange and provide for
the administration of contracts as well as permits issued in connection with
such
improvements.NOW THEREFORE, the City Council of the City of Orange does ordain
as
follows:SE.!~TION
I:The Orange Municipal Code is hereby amended by the addition of
a new Chapter 12.02 to read as
follows:Chapter 12.
02 STANDARD SPECIFICATIONS
FOR PUBLIC WORKS

iQns:12.02.010 Adopted by
Reference 12.02.020 Imposition of Stricter
Standards 12.02.010 Adopted by Reference. Except as may otherwise be provided herein,
the provisions of the 1997 edition of the "Standard Specifications for Public
Works Construction", prepared and promulgated by lhe Southern California Chapler of
the American Public Works Association and the Southern California Districts of
the Associated General Contraclors of California, are adopted and applicable to all
public works constmction undertaken after the effective date of this ordinance. One copy of
the Standard Specifications for Pub lic Works Construction has been and is now filed with
the office of the City Clerk, and said Standard Specifications for Public Works
Constmction is adopted by reference as if incorporaled and set out at length in this
12.02.020 Imposition of Stricter Standards. Whenever any proVISIOn or
requirement of this chapter conflicts with any other provision or requirement of the code
or the City's Standard Plans and Specifications, as amended from time to time, such other
provision or requirement or the City's Standard Plans and Specifications shall apply.
SE!:TION II:
A summary of this Ordinance shall be published and a certified copy of the full
text ofthis Ordinance shall be posted in the Office of the City Clerk at least five (5) days
prior to the City Council meeting at which this Ordinance is to be adopted. A surnmary
of this Ordinance shall also be published once within fifteen (15) days after this
Ordinance's passage in a newspaper of general circulation, published, and circulated in
the City of Orange. The City Clerk shall post in the Office of the City Clerk, a certified
copy of the full text of such adopted Ordinance along with the names of those City
Council members voting for and against the Ordimmce in accordance with Government
Code Seclion 36933. This Ordinance shall take effect lhirty (30) days from and after the
date of ils final passage.
