A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE ACCEPTING FUNDS IN THE
AMOUNT OF $255,074.74 FROM THE STATE OF
CALIFORNIA HIGHWAY PATROL FOR THE
CANNABIS TAX FUND GRANT PROGRAM, AND
AUTHORIZING THE CHIEF OF POLICE OR CITY
MANAGER TO EXECUTE THE GRANT PROGRAM
AGREEMENT AND RELATED DOCUMENTS
WHEREAS, the City of Orange (City) is interested in participating in the Cannabis Tax
Fund Grant Program (the Grant Program),which is made available through the Control, Regulate
and Tax Adult Use of Marijuana Act of 2016 (Proposition 64) and administered by the California
Highway Patrol to support local law enforcement for education, prevention and enforcement of
impaired driving laws in the City; and
WHEREAS,following the City's submittal of Grant Program application to the California
Highway Patrol, the City was awarded $255,074.74 in Grant funds; and
WHEREAS, the City is familiar with and willing and able to comply with each of the
terms, conditions and limitations imposed upon the City pursuant to the Grant in implementing
education,prevention and enforcement of impaired driving laws in the City; and
WHEREAS,in order to be considered eligible to receive Grant Program funding,the City
must adopt a Resolution accepting the award and execute the required documents in relation
thereto.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ORANGE,AS FOLLOWS:
1.The submission of the application for Grant Program funding on behalf of the City
is hereby ratified and approved.
2.The City of Orange hereby accepts an award in the amount of$255,074.74 from
the California Highway Patrol for the Grant Program.
3.The City hereby agrees to comply with each and all of the terms, conditions and
limitations imposed by the Grant Program.
4.The Chief of Police or City Manager is hereby authorized and directed, on behalf
of the City, to execute any documents related to acceptance of Grant Program funding or
implementation of the Grant Program including, without limitation, agreements, amendments,
extensions, and other documents.
5.The Chief of Police or City Manager,is hereby authorized and directed to establish
all required accounts and make any and all expenditures, appropriations, transfers, and/or
distributions of funds on behalf of the City as are necessary and appropriate to carry out the purpose
and intent of this Resolution.
6.Grant Program funds received hereunder shall not be used to supplant ongoing law
enforcement expenditures.
