r-AN ORDINANCE OF mE CITY COUNCIL OF
THE CITY OF ORANGE AMENDING A PORTION
OF SECTION 5.86.140 OF mE ORANGE
MUNICIPAL CODE OF mE CITY OF ORANGE RELATING
TO SEXUALLY ORIENTED/ADULT
BUSINESSES.NOW, THEREFORE, the City Council of the City of Orange hereby ordains
as
follows:SECTION
I:Subsection A of Section 5.86.140 of the Orange Municipal Code is
hereby amended to read in its entirety as
follows:A. Each individual to be employed in a sexually oriented/adult
business,who engages in the services rendered by a nude model studio, sexual
encounter establishment, or a live performer or entertainer shall be required to obtain
a sexuallyoriented/adult business employee license. Each applicant shall pay
a permit fee set by separate resolution. Said fee is to cover
reasonable administrative costs of the licensing application process. Massage
practitioners are not required to have such a permit, but are required to comply with
Chapter 5.56 as well as Title 17 ofthe Orange Municipal
Code."
SECTIONll:Should any section, subsection, clause, or provision of this Ordinance for
any reason be held to be invalid or unconstitutional, such invalidity or unconstitutionality
shall not affect the validity or constitutionality of the remaining portions of this Ordinance;
it being hereby expressly declared that this Ordinance, and each section,
subsection,sentence, clause and phrase hereof would have been prepared, proposed, approved
and ratified irrespective of the fact that anyone or more sections, subsections,
sentences,clauses or phrases be declared invalid or
unconstitutional.

SECTIONID:A summary of this Ordinance shall be published and a certified copy of the full
text of this Ordinance shall be posted in the Office of the City Clerk at least five (5) days
prior to the City Council meeting at which this Ordin~nce is to be adopted. A summary of
this Ordinance shall also be published once within fift~en.. (15) days after its passage in
a newspaper of general circulation in the City of Orange. The City Clerk shall post in
the Office of the City Clerk a certified copy of the full text of the adopted Ordinance
with the names of those City Council members voting for and against the Ordinance in
accordance with Government Code Section 36933.
