AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF ORANGE AMENDING SECTIONS 2.20.010 AND
2.42.010 OF THE CITY OF ORANGE MUNICIPAL CODE
AND ADDING A NEW CHAPTER 2.46 TO THE ORANGE
MUNICIPAL CODE PERTAINING TO THE CITY'S
DEPARTMENT OF ECONOMIC DEVELOPMENT.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ORANGE DOES
ORDAIN AS FOLLOWS:
SECTION I:
Section 2.42.010 of the Orange Municipal Code entitled "Director--Duties" is
hereby amended to read in its entirety as
follows:2.42.010
Director-Duties.The Director of Community Development is responsible for the preparation
and/or review of all land use plans and the review of all development for conformance
with the City's General Plans and zoning ordinance. The functions within the
department shall include, but are not
limited to:A.
Advanced planning;B. Current
planning; and C. Building
and safety."
SECTION II:Section 2.20.010 of the Orange Municipal Code entitled "Departmental
Organization" is hereby amended to read in its entirety
as follows:2.20.010
Departmental Organization.r"'A. The Administrative Service of the City shall be divided under the
Administrator into the following departments and
heads thereof:Department of

Municipal Code to

46DEPARTMENT OF ECONOMIC DEVELOPMENT Sections:
2.46.010 Created - Direction
2.46.020 Departmental Functions 2.
46.010 Created - Direction.There is created a functional unit of city government known
as the Department of Economie Development, under the general administration of the City
Manager, which shall be under the direction and control of
theEconomic Development Director.2.
46.020 Department Functions.The department shall be responsible for
providing the following functions:A. Provide staff services to the City Manager, the City Council,
and the Board of Directors of the Redevelopment Agency relating to the
development and implementation of programs and plans for economic development and
redevelopment activities which stress improving the city's tax base and increasing, improving and preserving
the community's supply of low-
and moderate- income housing.B. Administer development projects located
in designated redevelopment project areas and affordable housing projects located within the city and as
otherwise assigned
by the City Manager.C. Provide services to developers and investors to
assist in facilitating development and the provision of affordable housing or to encourage new
development consistent with
city goals and objectives.D. Oversee acquisition, conveyance and property management
of property owned by
the Orange Redevelopment Agency.E. Exercise any other powers regarding
community and economic development which the City Council may desire to delegate to the Orange
Redevelopment Agency subject to such conditions as may be imposed
by the City Council.

F. Perform such other related duties as shall be required by law, ordinance or the
City Manager.
G. Prepare applications and reports for the Community Development Block Grant
program and other federal programs that provide funds for public services, public facilities and
improvements, and affordable housing activities.
H. Administer federal and state assisted programs to increase, improve, and preserve
the community's supply of low- and moderate-income
housing.SECTION
IV:Should any section, subsection, clause, or provision of this Ordinance for any reason
be held to be invalid or unconstitutional, such invalidity or unconstitutionality shall not affect
the validity or constitutionality of the remaining portions of this Ordinance; it being hereby
expressly declared that this Ordinance, and each section, subsection, sentence, clause and phrase
hereof would have been prepared, proposed, approved and ratified irrespective of the fact that
anyone or more sections, subsections, sentences, clauses or phrases be declared invalid
or
unconstitutional.SECTION
V:A summary of this Ordinance shall be published and a certified copy of the full text
of this: Ordinance shall be posted in the Office of the City Clerk at least five (5) days prior to
the City Council meeting at which this Ordinance is to be adopted. A summary of this
Ordinance shall also be published once within fifteen (15) days after its passage in a newspaper of
general circulation in the City of Orange. The City Clerk shall post in the Office of the City Clerk
a certified copy of the full text of the adopted Ordinance along with the names of those
City Council members voting for and against the Ordinance in accordance with Government
Code Section
