The City Council of the City of Orange, California convened on April 26, 2022, at 5:00 p.m. in
an Adjourned Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
5:00 PM CLOSED SESSION
1. ROLL CALL
Present: Nichols, Monaco, Barrios, Tavoularis, Gutierrez, and Murphy
Absent: Dumitru
2. PUBLIC COMMENTS ON CLOSED SESSION ITEMS
None
3. RECESS TO CLOSED SESSION
The City Council recessed to Closed Session at 5:02 p.m. with all Members present,
except Councilmember Dumitru who joined Closed Session at 5:04 p.m., to discuss the
following:
a. CONFERENCE WITH LEGAL COUNSEL—EXISTING LITIGATION
Pursuant to Government Code Section 54956.9(a) & (d)(1)
Name of case: Mary's Kitchen, et al. v. City of Orange
United States District Court Case No. 8:21-cv-01483-JVS-KES
4. CLOSED SESSION REPORT

5. ADJOURNMENT
Closed Session was adjourned at 5:50 p.m.

1. OPENING/CALL TO ORDER
Mayor Murphy called the meeting to order at 6:04 p.m.

Absent: None
Councilmember Barrios left the meeting at 8:09 p.m.
2. PUBLIC COMMENTS
None
3. STUDY SESSION
3.1. Second Study Session for the Proposed Fiscal Year 2022-23 Budget.
City Manager Houston introduced the item, and Assistant City Manager/Administrative
Services Director Will Kolbow provided an overview of the FY 22 General Fund
projections; FY 23 General Fund Revenues including sales tax, TOT, and property tax
trends; FY 23 General Fund Expenditures; status of reserves; and a 10-year General
Fund forecast utilizing a PowerPoint presentation. In response to Council's questions,
he explained the difference between the FY 22 and FY 23 projections presented at the
March and April Study Sessions were due to ARPA funds and several refinements of
projections.
During discussion, Council directed staff to be creative with hiring and retention
incentives. Council would also like to see a breakdown of STR revenues.
During further discussion, it was Council consensus to schedule a goal setting and
strategic planning session in the summer.
4. ADJOURNMENT
There being no further business, the meeting was adjourned at 8:48 p.m.
The next Regular City Council meeting will be held on Tuesday, May 10, 2022, at 6:00
p.m., in the Council Chamber, with Closed Session beginning at 5:00 p.m., if
necessary.
