THE CITY OF ORANGE APPROVING A ZONE
CHANGE REQUEST TO MODIFY REGULATIONS
FOR RESIDENTIAL DEVELOPMENT AREAS (DA) 2 AND
4 IN THE SERRANO HEIGHTS SPECIFIC
PLAN.Zone Change

SunCal Companies NOW, THEREFORE, THE CITY COUNCIL OF THE CITY
OF ORANGE DOES ORDAIN
AS FOLLOWS:
SECTION I:Section 6.5.1 of the Serrano Heights Specific Plan, pertaining
to Development Area 2, is revised to add
the following:Develonment
Area 2 Development Area Two provides for the orderly development of single
family detached residences on average four thousand five hundred (4,500) square foot
lots. This development area has been established to promote and encourage a
suitable environment for
family life.The standards of the City of Orange "R-4" residential district shall
apply, except
as provided below:1. Average Building Site Area - The average building site area shall
be four thousand five hundred (4,500)
square feet.2.Minimum Building Site Area - The minimum building site area shall be
three thousand four hundred and fifty (3,450) square feet. No more than 35% of
the lots shall be less than 4,000 square
feet.3. Minimum Lot Frontage At Setback - The minimum lot frontage (exclusive of cul-
de-sac and knuckle lots) shall be thirty-five (35) feet measured at
the building setback. No more than 20% of the lots shall be less than forty (40)
feet measured at the

The minimum lot width for cul-de-sac and knuckle lots shall be
thirty-five (35) feet measured at the building setback. No more than 20% of the lots

the building setback.5. Minimum Lot Depth - All lots shall have a minimum depth of not
less than seventy-
five (75) feet.6. Minimum Lot Frontage Width of Flag Lots - The minimum lot frontage
width at right of way shall be twenty (
20) feet.7. Maximum Average Floor Area Ratio - The maximum average floor area
ratio FAR) for all lots shall not be greater than 0.50 excluding garage area (See
section 6.1 of the Approved Specific Plan document for definition of
FAR).8. Front-On Garages - The minimum setback to any "front-on" garage shall
not be less than twenty (20) feet with a roll-up garage door (measured
from the garage door to the
back of sidewalk).9. Rear Yard Requirements - In conditions where the rear lot line abuts
and is common to the boundary of a street, alley, public park or slope exceeding
ten (10)feet in vertical height, there shall be a rear yard of not less than ten (10)
feet. No more than 25% ofthe lots shall have rear yards less than fifteen (
15) feet.10. Minimum Usable Rear Yard Area - Where flat building pads are created
on individual lots, the minimum usable rear yard area shall be six hundred (
600)square feet as measured from the edge of
pad.11. Minimum Front Yard Setback to Living - The minimum setback from any living
area to the back of the sidewalk shall be twelve (12) feet. No more than 35% of
the lots shall have setbacks less than fifteen (15) feet to the back of sidewalk.
Living areas setback less than fifteen (15) feet from the back of sidewalk shall be
restricted to one-story. Architectural projections shall extend no more than
two 2) feet from the building fa~
ade.12.Common Recreation Facility - A common recreation facility, such as a
playground, recreation building or swimming pool, will be integrated within the
design of any residential project which utilizes the standards contained herein.
The facility will not be located at the perimeter of the tract, and must be situated
near the center of the community. Pedestrian access will be provided between the
facility and residential units, via sidewalks on all public or private streets.

13.Building Height - The maximum permitted building height shall be two and one-half (
2~) stories or thirty-two (32) feet, whichever is less. Future additions or
expansions of habitable space above the second story are prohibited unless the
new construction is entirely contained within the roof of the originally permitted
structure. "

6.5.1 of the Serrano Heights Specific Plan, pertaining to Development Area
4, is revised to add the following:Development

established to promote and encourage a suitable environment for family life.The
standards of the City of Orange "R-4" residential district shall apply, except as

No more than 20% of the lots shall be less than fifty (50) feet measured at

minimum lot width for cul-de-sac and knuckle lots shall be forty (

of this Ordinance shall be published and a certified copy of the full text of
this Ordinance shall be posted in the Office of the City Clerk at least five (5) days prior to
the City Council meeting at which this Ordinance is adopted. A summary of this Ordinance shall
also be published once within fifteen (15) days after this Ordinance's passage in
a newspaper of general circulation, published, and circulated in the City of Orange.Ord.

The City Clerk shall post in the Office of the City Clerk a certified copy of the
full text of such adopted Ordinance along with the names of those City Council members
voting for and against the Ordinance in accordance with Government Code Section
36933. This Ordinance shall take effect thirty (30) days from and after the date of its
final passage.
