(or as soon thereafter as the matter may be heard) SUBJECT: CONDITIONAL USE PERMIT NO. 3179-22 AND MINOR SITE PLAN REVIEW NO. 1096-22 – ORANGE COUNTY CLASSICAL ACADEMY (OCCA) CHARTER SCHOOL PROPERTY 4100 E. WALNUT AVENUE LOCATION ORANGE, CA (APN: 093-511-27) REQUEST: A request to increase student enrollment from 420 to 540 students, install four modular classrooms, expand the existing parking lot to include additional parking and a drop-off/pickup lane, and perform minor landscape improvements at an existing charter school site. ENVIRONMENTAL INFORMATION The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15303 (Class 3 - New Construction or Conversion of Small Structures) because it consists of the installation of new, small (< 10,000 SF in urbanized area) structures zoned for such use, not involving the significant use of hazardous substances, where all necessary public services are available, and where the area is not environmentally sensitive. There is no environmental public review required for a categorical exemption.
