City of Orange Planning Commission April 04, 2022 The Planning Commission of the City of Orange, California convened on April 4, 2022, at 7:00 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange, California. 1 OPENING/CALL TO ORDER Chair Vazquez called the meeting #o order at 7:00 p.m. 1.1 PLEDGE OF ALLEGIANCE Commissioner Trapesonian led the flag salute. 1.2 ROLL CALL Present: Glasgow, Simpson, Martinez, Trapesonian, and Vazquez Absent: None 2. PUBLIC COMMENTS None 3. CONSENT CALENDAR None 3.1 Approval of ineeting minutes of the Planning Commission of the City of Orange for the March 21, 2022 Regular Meeting. A motion was made by Commissioner Trapesonian, seconded by Commissioner Mar�inez to approve the Consent Calendar as presented. The motion carried by the following vote: Ayes: Glasgow, Simpson, Martinez, Trapesonian, and Vazquez Noes: None Absent: None 4. NEW HEARINGS 5.1 Appeal No. 0557-22, First Presbyterian Church Administration Building, 191 N. Orange Street(continued from the March 21, 2022 Regular Planning Commission meeting) Todd Cottle, applicant, described the project. Chair Vazquez opened the public hearing. The following spoke in favor of the project: • Rick Robles • Betty Wells • Brian Lochrie The following spoke against the project: •Anne McDermott Chair Vazquez closed the public hearing. Responding to Commissioner questions, Assistant City Attorney, Mary Binning elaborated on the review of the Design Review Committee. Ms. Ribuffo spoke about the requirements for project compatibility. The Commissioners discussed the following: • Screening and building openings on Maple Avenue •. General Plan and Zoning history of the site • The Design Standards • The historic status of the building • Design Review Committee's denial of the project • Patio dining with noise and lighting levels A motion was made by Vice Chair Glasgow, seconded by Chair Vazquez, to approve PC Resolution No. 05-22 with additional conditions as follows: • The appNicant shall relocate the E. Maple Avenue entrance of fihe proposed restaurant tenant space to N. Orange Street. An access door shall be placed on Maple Avenue for egress only and will be inaccessible as a public entrance. The door shall be labeled "exit only"to indicate its purpose. • The applicant shall place verbiage in all tenant leases stating the following: Loading and unloading of large vehicles shall only take place in the approved loading zone located on N. Orange Street and the property parking lot. The applicant, at its sole cost, and by direction of City Public Works Department Page 2 of 3 Planning Commission Minutes-Final April 4,2022 staff, will post directional signs on E. Maple Avenue to direct commercial deliveries to the approved loading and unloading zones. • The applicant shall minimize lighting along E. Maple Avenue consistent with the Orange Municipal Code. Prior to Certificate of Occupancy, City staff shall conduct a nighttime walk to ensure lighting is in conformance with OMC Section 17.12.030. • The patio seating area along E. Maple Avenue shall have screening at a minimum height of 42 inches from finished floor and of a design that is consistent with the project and compatible with the neighborhood to reduce sound attenuation and visual impacts_ The motion carried by the following vote: Ayes: Glasqow, Simpson, Martinez, Trapesonian, and Vazquez Noes: None Absent: None 6.
