01 AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ORANGE AMENDING SECTION 5.56.
070 OF THE ORANGE MUNICIPAL CODE
RELATING TO MASSAGE PERMIT
REQUIREMENTS.VHEREAS, the City Council is authorized by Government Code Section 51031
to regulate massage establishments;
and WHEREAS, thE: proposed amendment win balance the need of
massage establishments to hire trained massage therapists with the City's interest in the health,
safety and welfare of the
public.NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
ORANGE DOES ORDAIN AS
FOLLOWS:SECTION
I:A new subsection "c" is added to Section 5.56.070 of the Orange Municipal Code
to read as
follows:e. A person applying for a massage permit may be issued
a temporary six-month permit if such person fulfills one
of the requirements listed in Section 5.56.070, subsections A.
l through A.4. The permit shall be conditioned upon the
person completing all the requirements of Section 5.56.070 within
the six-month period of the temporary permit. No extensions shall
be granted. If a person has not fully complied with Section 5.56.070
by the end of the six-month period, the permit shall
be revoked in accordance with Section 5.56.150 and such person may
not re-apply for a massage permit for six months
from
the effective
date of revocation."SECTION II.A summary of this Ordinance shall be published and a certified copy
of the full text of this Ordinance shall be posted in the Office of the City Clerk at least five (
5) days prior to the City Council meeting at which this Ordinance is to be
adopted. A summary of this Ordinance shall also be published once within fifteen (15) days
after this Ordinance's passage in a newspaper of general circulation, published, and circulated in
City Clerk shall post in the Office of the City Clerk a certified copy of the full text of such
adopted Ordinance along with the names of those City Council members voting for and
against the Ordinance in accordance with Government Code Section 36933. This Ordinance
shall take effect thirty (30) days from and after the date of its final passage.
