I AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ORANGE AMENDING SECTION 17.22.
030 OF THE ORANGE MUNICIPAL CODE TO
ALLOW PUBLIC PARKS AND ATHLETIC FIELDS
AS PERMITTED USES WITHIN THE
RECREATION OPEN SPACE (RO) ZONING
DISTRICT WHEREAS, the Open Space and Conservation Element of the General Plan states
that the benefits of recreation on physical and mental health are well known, and it is the intent
of the City to offer community residents every opportunity to achieve physical and mental
health goals through recreation;
and WHEREAS, the Recreation Open Space (RO) Zoning District was created to assist
in the implementation of the General Plan relative to the provision of parks and
recreation facilities for the entire community;
and WHEREAS, in order to establish public parks and athletic fields within
the Recreational Open Space (RO) Zoning District, the Zoning Ordinance currently requires
the issuance of a conditional use permit;
and WHEREAS, by removing the requirement for obtaining a conditional use permit
for public parks and athletic fields, thereby allowing public parks and athletic field as
permitted uses within the Recreational Open Space Zoning District, the City will be able to expedite
the process for establishing additional public parks and further the goals of the General
Plan.NOW THEREFORE, the City Council of the City of Orange hereby ordains
as
follows:SECTION
I:
I Section 17.22.030 (Uses Permitted) is hereby amended by creating a separate
use category for public parks and athletic fields, thereby allowing them as permitted uses
and removing public parks and athletic fields from the list of uses requiring a conditional
use permit within the RO zoning
district:17.22.030 Uses
Permitted.Table 17.22.030 indicates all uses permitted (P), permitted by conditional use permit (
C),permitted as an accessory use (A), and not permitted (-) in the agricultural/open space
zones. Permitted uses marked with an asterisk (*) are subject to special use or
development conditions outlined in Section 17.22.050. Conditional uses marked with a
plus (+) also have special use or development standards as outlined in Section 17.22.060.
