THE CITY OF ORANGE APPROVING ZONE
CHANGE NO. 1216-02 TO ALLOW THE
PRE-ZONING OF ANNEXATION AREAS 3-
0R-2, 3-0R-3, 3-0R-
4, 3-OR-5, 3-0R-
7, 3-0R-8,
3-0R-9,
3-0R-IO, 3-
0R-
ll, 3-OR-12, AND 3-0R-13 FOR ANNEXATION INTO THE CITY
OF ORANGE.Zone Change 1216-02 Applicant: City of Orange RECITALS:WHEREAS, the City
of Orange proposes to annex 11 unincorporated County islands in scattered
locations throughout
the City's Sphere of Influence known as Annexation Areas 3-
OR-2, 3-0R-3, 3-0R-4, 3-0R-S, 3-0R-7,
3-0R-
8, 3-0R-9, 3-0R-I0, 3-0R-ll, 3-0R-12,
and 3-0R-13; and WHEREAS, the Local Agency Formation Commission requires the City
to designate the zoning regulations that would apply upon annexation of the
unincorporated islands into the City; and WHEREAS, the subject annexation areas are located within
the City's Sphere of Influence and have land use designations under the
City's existing General Plan; and WHEREAS, the City Council conducted one duly
advertised
public hearing on January 28, 2003 for the purpose of considering Negative Declaration No. 1706-
02 and Zone Change No. 1216-02 to allow the pre-zoning of the aforementioned
Annexation
Areas, which are accurately depicted in Attachment A to this
ordinance and incorporated by
reference herein;
and WHEREAS, after due public hearing as required by law, the City Council of the City
of Orange has concluded that the
Annexation Areas 3-0R-2, 3-0R-3, 3-
0R-4, 3-0R-5, 3-0R-7, 3-0R-8,
3-0R-9,3-0R-lO, 3-0R-ll, 3-0R-12, and
3-
0R-13, attached hereto as Attachment A and incorporated herein by
reference as if fully set forth, are hereby pre-zoned as
follows:1. 3-0R-2 from Single Family Residence (Rl)
to Single Family (RI-12);2. 3-0R-3 from
Small Estates (80-E4) (SR) to Single Family (RI-I0);3.
3-0R-4 from Small Estates (80-E4) to Single
Family (
Rl-lO);4. 3-0R-5 from Small Estates (E4) to
Single Family (RI-7);
S. 3-0R-7 from Small Estates (l00-E4-20,
000) and Small Estates (E4-15,000) to Single Family (RI-
20) and Single Family (Rl-l5)respectively;6. 3-0R-
8 from Residential Hillside Estates (RHE) and Small Estates (E4)
to Single
Family (RI-I0);7. 3-0R-9 from Small Estates (
E4-1)
to Single
Family (RI-40);8. 3-0R-I0 from Small Estates (E4-1)(SR) to Single Family (RI-
40);9. 3-0R-ll from Small Estates (E4) to Single Family (RI-20);10. 3-0R-12 from Agricultural
Residential (AR-20,OOO)(SR) to Single Family (RI-20);11. 3-0R-13 from
Agricultural Residential (AR-20,OOO)(SR) to Single Family (RI-6)SECTION II:A summary of this
Ordinance shall be published and a certified copy of the full text of this Ordinance
shall be posted in the Office of the City Clerk at least five (5) days prior to the City
Council meeting at which this Ordinance is adopted. A summary of this Ordinance shall also
be published once within fifteen (15) days after this Ordinance's passage in
a newspaper of general circulation, published, and circulated in the
