AN ORDINANCE OF THE CITY COUNCIL UF THE
CITY OF ORANGE APPROVING THE
RECLASSIFICATION OF 43 PARCELS,
APPROXIMATELY 8 ACRES OF PROPERTY,
LOCATED IN THE 300-400 BLOCKS OF SOUTH
GRAND STREET FROM R2-6 TO THE Rl-6
ZOIVING CLASSIFICATION (Rl-.
ZONE CHANGE NO. 1227-04
APPLICANT: CITY OF ORANGE
WHEREAS, the City Council of the City of Orange is authorized by Govemment Code
Section 65850 to adopt ordinances amending the City's zoning laws; and
WHEREAS, the City Council has considered Negative Declararion No. 1733-04
hereinafter Neg. Dec.) and accompanying Inirial Study prior to acting on the prcposed zone
change; and
WHEREAS, the City Council has adopted the Neg. Dec. for this project, finding that_
the proposed zone change will not create any negative environmental effects; and
WHEREAS, the City Council held a duly advertised heaiing on October 26, 2004 for
the purpose of considering Zone Change No. 1227-04 upon properiyas shqwn in the attached
Exhibit B.
NOW, THEREFORE, THE CITY COUNCIL OF TIiE CITY OF ORANGE
DOES ORDAIN AS FOLLOWS:
SECTION I:
The existing zoning is depictad on the map attached hereto as E ibtt A and
incocporated herein by reference. Secljon 17.06.030 of thc Orange Municipal Code is amended
in order to change the zoning classification by amending the zoning on the site depicted on the
map attached hereto as ExLibit B and incorporated herein by reference.
SECTION II:

The proposed zone change described in Section 1 will reduce the maximum potential
development intensity of the area and protect its historic chazacter and is thereby related to the
public health, safety and welfaze of the community. The zone change is consistent with the
Low Density Residential (LDR) designation under the City's General Plan, and furthers the
objectives and policies of the Housing Element by providing a range of densities through
various zoning designations and using the zoning ordinance to ensure development standards
do not excessively constrain affordable residential development. General Plan consistency is
more specifically set forth in the accompanying staff report, which is incorporated herein by
this refetence as though fully set forth herein.

SECTION III:
A summary of this ordinance shall be published and a certified copy of the full text of
this ordinance shall be posted in the Office of the City Clerk at least 5 days prior to the City
Council meeting at which this ordinance is adopted. A summary of this ozdinance sha11 also be
published once wittrin 15 days after the ordinances passage in a newspaper of general
circulation, published, and circulated in the City of Orange. The City Clerk shall post in the
Office of the City Clerk a certified copy of the full text of such adopted ordinance along with
the names of those City Councilmembers voting for and against the ordinance in accordance of
Goven ment Code Section 36933. This ordinance shall take effect 30 days from and after the
date of its final passage.
