04 AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ORANGE AMENDING PORTIONS
OF CHAPTER 10.34 OF TITLE 10 OF THE
ORANGE MUNICIPAL CODE RELATING TO
PARKING TIME LIMITATIONS ON PUBLIC
STREETS.WHEREAS, Chapter 10.34 of the Orange Municipal Code authorizes theCityCounciltoimposelimitedparkingtimelimitsof15minutes, 30 minutes, one hour and
two hours on various streets in the City;
and WHEREAS, the City Council desires to amend Chapter10.34 to removespecificreferencestothetimelimitsthattheCityCouncilisauthorizedtoestablishinorderto
permit the City Councilor the Traffic Commission to establish limited parking based on
the particular facts of each circumstance;
and WHEREAS, the City Council finds that the modification of the time limits for
parking of vehicles on various streets in the City falls within that class of projects which will
not cause a significant effect on the environment and is exempt from the
California Environmental Quality Act (CEQA) pursuant to Section 15301 of the State CEQA
Guidelines because such action involves negligible or no expansion of use of the streets beyond
that previously
existing.NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
ORANGE DOES ORDAIN AS
FOLLOWS:SECTION
I:Sections 10.34.010, 10.34.040 and10.34.050 of the Orange Municipal code
are repealed in their entirety and a new Section10.34.010 is adopted as
follows:10.34.010 Posted Parking Zones
Established.The City Councilor as designated, the Traffic Commission,
may from time to time by resolution or ordinance establish parking
time limits on various streets in the City. Notice of the passage of
the resolution or ordinance shall be deemed effective when the street
has been posted or painted, as the case may be, with the appropriate
signage.After such signage has been posted or painted in accordance with
the applicable resolution or ordinance, it shall be unlawful for any person
to park a vehicle in the posted zone beyond the time
limits.
SECTION II:
A summary ofthis Ordinance shall be published and a certified copy of the full text of
this Ordinance shall be posted in the Office of the City Clerk at least five (5) days prior to the
City Council meeting at which this Ordinance is to be adopted. A surnmary of this Ordinance
shall also be published once within fifteen (15) days after this Ordinance's passage in a
newspaper of general circulation, published, and circulated in the City of Orange. The City
Clerk shall post in the Office of the City Clerk a certified copy ofthe full text of such adopted
Ordinance along with the narnes of those City Council members voting for and against the
Ordinance in accordance with Government Code Section 36933. This Ordinance shall take
effect thirty (30) days from and after the date of its final passage.
