AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ORANGE AMENDING SECTION 17.14.090
OF THE ORANGE MUNICIPAL CODE
REGULATING THE PARKING AND STORAGE OF
RECREATIONAL VEHICLES.
WHEREAS, in May of 2004, the City Council adopted Ordinance No.7 -04 pertaining
to the parking and storage ofrecreational vehicles on private property; and
WHEREAS, on June 28, 2005, the City Council received a status report on the
implementation of Ordinance No. 7-04, which noted an initial increase in the number of code
enforcement complaints during the first six months following the effective date of Ordinance
No. 7-04, with a tapering off of such complaints in the months that followed; and
WHEREAS, one of the more significant changes to the Orange Municipal Code
brought about by the adoption of Ordinance 7-04 was the elimination of the prohibition against
parking recreational vehicles in 20-foot front yard setback; and
WHEREAS, on August 23, 2005, after hearing public testimony and a staff report, the
City Council voted to direct staff to draft an amendment to the Orange Municipal Code which
does, among other things, reinstate the parking prohibition in the 20- foot front yard setback;
and
WHEREAS, the proposed Zoning Code Amendment is exempt from the requirements
of the California Environmental Quality Act by the Guidelines of the California Environmental
Quality Act under Section 15305 (Class 5, Minor Alterations in Land Use Limitations); and
WHEREAS, the proposed amendments regulating the parking and storage of
recreational vehicles are found to be consistent with the General Plan; and

WHEREAS, the Planning Commission, having considered the proposed changes to the
Orange Municipal Code contained herein at a public hearing held on October 3, 2005, and
November 7, 2005, including review of the staff report and having received public testimony on
the item, has determined the proposed amendment is justified and recommends approval
thereof; and
WHEREAS, the City Council heard public testimony and reviewed reports concerning
the proposed amendment at its meeting on February 28,2006; and
WHEREAS, the City Council believes the proposed amendments will serve the public
health, safety and welfare.
NOW THEREFORE, the City Council of the City of Orange hereby ordains as
follows:
SECTION I:
Section 17.14.090G is amended by adding the following language as a new section G.5
and the existing G.5 and G.6, respectively, shall be renumbered G.6 and G.7:
G.5 The recreational vehicle is parked and set back at least 20 feet from the front lot
line (measured from the existing street right-of-way line, typically the edge of the sidewalk
closest to the residence) provided that:
a. A recreational vehicle may be parked within the 20-foot front lot line
setback or on street in accordance with Section 10.34.060 of this Code for no more than a
combined two consecutive days for the purpose of loading, unloading or other related activity
incidental to preparing the recreational vehicle for travel or returning from travel.
b. A recreational vehicle may be parked within the 20-foot front lot line
setback on an annual basis provided that the owner has obtained a permit from the Chief of
Police or his designee in accordance with Section 1O.34.060G.1.b (sole means of transportation
permit) or if the owner of the recreational vehicle has a current Disabled Person placard issued
by the California Department of Motor Vehicles.
c. A visitor who has been issued a permit III accordance with Section
10.34.060 may, during the seven-day permit period, park within the 20-foot front lot line
setback of the residence being visited for a period not to exceed two consecutive days.
SECTION II:
Section 17.14.090 J is hereby amended to read as follows:
J. Exemption for Prior Legal Storage - For occupants who owned and stored a
recreational vehicle at their current residence prior to April 14, 2006, and can provide proof
thereof, the following regulations shall apply: (I) if a recreational vehicle was stored at the
current residence prior to July I, 1995, the regulations contained in Ordinance 47-83; (2) if a
recreational vehicle was first stored at the current residence between July 2, 1995, and July 1,
2004, the regulations contained in Ordinance 12-95; (3) if a recreational vehicle was first stored
at the current residence between July 2, 2004, and April 14, 2006, the regulations contained in
Ordinance 7-04. If occupants of a current residence made significant improvements to the
current residence to accommodate a recreational vehicle between July I, 2004, and April 14,
2006, the occupants may obtain a permit to continue such use upon proof, satisfactory to the
City Attorney, that the improvements were made in good faith reliance on the regulations
contained in Ordinance 7-04. These exemptions shall only apply to persons who occupied their
current residence as of April 14, 2006, and cannot be transferred to a subsequent occupant of
the residence.

SECTION III:
I
A summary of this Ordinance shall be published and a certified copy of the full text of
this Ordinance shall be posted in the Office of the City Clerk at least five (5) days prior to the
City Council meeting at which this Ordinance is to be adopted. A summary of this Ordinance
shall also be published once within fifteen (15) days after this Ordinance's passage in a
newspaper of general circulation, published, and circulated in the City of Orange. The City
Clerk shall post in the Office of the City Clerk's a certified copy ofthe full text of such adopted
Ordinance along with the names of those City Council members voting for and against the
Ordinance in accordance with Government Code Section 36933.
