A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE DECLARING A LEVEL 2
WATER SUPPLY SHORTAGE
WHEREAS, a reliable minimum supply of potable water is essential to the public health,
safety and welfare of the people and economy of the southern California region; and
WHEREAS,the State of California is experiencing record dry conditions; and
WHEREAS, the two main sources of import water for the City's major import water
supplier, Metropolitan Water District of Southern California, namely the Colorado River and
Northern California, face continuing drought conditions; and
WHEREAS, a continued statewide state of emergency due to drought conditions was
declared by Governor Gavin Newsom, effective March 28, 2022; and
WHEREAS, the adoption and enforcement of a water conservation and supply shortage
program is necessary to manage the City's potable water supply in the short and long-term to avoid
or minimize the effects of drought and shortage within the City. Such program is essential to
ensure a reliable and sustainable minimum supply of water for the public health, safety and
welfare; and
WHEREAS, the City Council has previously adopted Ordinance 16-21 which included
the adoption of Orange Municipal Code Chapter 7.02 entitled the Water Shortage Contingency
Response Ordinance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange
that:
1. Due to drought a water supply shortage does exist and a consumer demand
reduction and curtailment is necessary to ensure sufficient supplies will be available
to meet anticipated demands.
2.The imposition of Level 2 restrictions are necessary in order to achieve the
necessary water conservation required to assure adequate water supplies.
3. To achieve Level 2 as mandated by Governor Newsom, a 20% water reduction
between April 1 and October 31, lawn watering and landscape irrigation will be
limited to three (3) days per week; watering and irrigation may only occur on
Tuesday, Thursday, and Saturday. Between November 1 and March 31, lawn
watering and landscape irrigation will be further limited to two (2) days per week;
watering and irrigation may only occur on Tuesday and Saturday.
4.The use of potable water for the irrigation of non-functional turf at commercial,
industrial, and institutional sites is prohibited.
5.The restrictions imposed by this Resolution shall be effective June 10, 2022.
