DEPARTMENT REPORTS Mr. Garcia reported to the Commission the first phase study session in March was a general overview of the trail issues, concerns, methodology, on-going projects and future objectives. It is staff's goal to conduct a joint study session with the City Council, and present a short and long-term implementation plan. Staff proposes to establish a vision for the Commission and City Council to proceed in developing an implementation plan for trails. Mr. Garcia said that the Commission would be making a presentation at the Study Session. Chair Blanc commented that as part of this process, it was important for the Commissioners to take a tour of the trails. Mr. Garcia agreed that the visitations were important to clarify any questions for the Commissioners. Ms. Galera presented a power-point presentation which included: Purpose of Study Sessions: . Implementation of prioritized trail segments Discussion: Mr. Garcia said that staff was applying the same methodology for assessing and prioritizing trails as they did with prioritizing the projects for parks. Vice-Chair Hairston said that it would be helpful to meet with the users of the trails such as bikers, runners, equestrians, etc. and allow them to help us understand their needs. The Commissioners can then define how close they can match those needs. Ms. Galera identified several items that were important to staff: City of Orange Community Services Department Park Planning and Development Commission Minutes of Study Session held on June 01, 2004 Page 4 of5 Regional Trails Destination of Trails Missing Links, i.e. Santiago Creek, The City has a trail from Tustin to the Main Street Mall and-, there is a segment from Walnut to the Collins curve, after which there is a missing link; the trail picks up and ends at Santiago Regional Park. Loops - Utilized for recreational groups Crossings (important when it comes to safety) Construction - A trail may exist, but it may be difficult to construct it. Ms. Galera reviewed with the Commission the planning documents that encompassed trails. I.) Master Plan of Recreational Trails (should be updated) 2.) The Bikeway Master Plan (To be updated this summer in order for the City to be eligible for Caltrans fUnding.) 3.) Staff is presently working on the Santiago Creek Vision Plan 4.) Regional Planning Documents from OCTA and the County Mr. Garcia said that the implementation of the trails is the City's Capital Improvement Plan (C.LP.). Ms. Galera added that at present there were three key proj ects listed in the C.I.P.: . Santiago Creek Bridge . Santiago Creek Bikeway (btwn. Tustin & Chapman) . Tustin Branch EIR Study Mr. Garcia informed the Commission that at the next study session the Commission would be developing a criteria for prioritization and implementation The Commissioners agreed that in order to feel comfortable in developing implementation and prioritization, they would need several more study sessions, and more input from user groups, as well as evaluating other cities and their successes in establishing trails. Ms. Galera prepared a matrix for the Commissioners as a source of referral source for consideration in prioritizing proposed projects. VI. ANNOUNCEMENTS None. VII.
