Design Review Committee
April 20, 2022
The Design Review Committee of the City of Orange, California convened on April 20, 2022
at 5:30 p.m. in a regular meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
1. OPENING/CALL TO ORDER
Chair Imboden called the meeting to order at 5:30 p.m.
1.1 PLEDGE OF ALLEGIANCE
Senior Assistant City Attorney Mary Binning led the flag salute.
1.2 ROLL CALL
Present: McDermott, Skorpanich, and Imboden
Absent: Fox, and Farfan
2. PUBLIC COMMENTS
None.
3. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine by the
Design Review Committee and will be enacted by one motion. There will be no
separate discussion of said items unless members of the Design Review Committee,
staff or the public request specific items removed from the Consent Calendar for
separate action.
Item 3.2 was removed from the Consent Calendar for separate consideration by Vice
Chair McDermott.
3.1. Approval of ineeting minutes of the Design Review Committee of the City of
Orange for the April 6,2022 Regular Meeting.
ACTION: A motion made was made by Committee Member Skorpanich, seconded by
Vice Chair McDermott, to approve the April 6, 2022 minutes as presented by staff.
The motion carried by the following vote:
Aves: McDermott, Skorpanich, and Imboden

3.2. Design Review No. 5025-21, Orange Olive Gas Station, 2101 N. Orange Olive
Road
A proposal to construct a 98 sq. ft. convenience store addition for an existing
gas and service station.
The following spoke on behalf of the project:
• Iraj Mirhasheim
The Committee discussed the project, including:
• Parking
• Location of trash enclosure
• Landscape and trees
ACTION: A motion made was made by Committee Member Skorpanich, seconded by
Vice Chair McDermott, to approve Design Review No. 5025-21, Orange-Olive Gas
Station, based on the Findings and Conditions in the staff report with additional
Conditions as follows:
1. The trash enclosure shall be moved a sufficient distance to allow landscaping as
required by the Orange Municipal Code.
2. The depth and length of the planter on the northwest corner of the property shall be
expanded to maximize the number of trees and other drought tolerant landscaping.
Staff and the applicant shall determine the appropriate quantities and species.
3. The landscaping on the southwest corner of the property shall be refreshed to
provide ground cover and weed abatement.
The motion carried by the following vote:

4. NEW AGENDA ITEMS
4.1. Design Review No. 3056-22, Nohl Plaza Drive-Through and Covered Patio, 1606
E. Lincoln Avenue
A proposal to construct a new 650 sq. ft. detached covered patio and modify the
existing parking lot configuration to accommodate a new drive-through
restaurant within an existing commercial center.
The Committee discussed the project, including:
• Wood siding
• Landscape planters
A motion made was made by Vice Chair McDermott, seconded by Committee Member
Skorpanich, to recommend approval of Design Review No. 3056-22, Nohl Plaza
Drive-Through and Covered Patio, to the Planning Commission based on the Findings
and Conditions in the staff report with an additional Condition as follows:
1. Three trees shall be added on the site as indicated in the staff report; Staff shall

work with the applicant to determine appropriate species.
The motion carried by the following vote:

4.2. Design Review No. 5044-21, Children's Hospital of Orange County (CHOC)
Associate Parking Structure Horizontal Expansion, 525 S. Main Street.
A proposal for a 630 stall horizontal expansion of an existing 9-story associate
parking structure that will match the existing parking structure's aesthetics and
functionality
The following spoke on behalf of the project:
• Ramsey Nasser, program manager for CHOC
• Stephani�Shermoen, landscape architect
• Gary Ow�ns, design principal
The Committee discussed the project, including:
• Screening integration, placement and graphics
• Height of landscaping vs. building height
• Signage
• Landscaping
• Shielding on rooftop pole lights
A motion made was made by Committee Member Skorpanich, seconded by Vice Chair
McDermott, to recommend approval of Design Review No. 5044-21, Children's
Hospital of Orange County (CHOC) Associated Parking Structure Horizontal
Expansion, to the Planning Commission based on the Findings and Conditions in the
staff report with additional Conditions as follows:
1. Four additional Mexican fan palm trees shall be planted in the southern planting
area.
2. The graphic panels on the south elevation shall be full height with a graphic of the
sky
3. The rooftop lighting on the south shall be shielded to avoid a glare into the
residential area.
The motion ca.rried by the following vote:

5. ADJOURNMENT
There being no further business, the meeting adjourned at 7:38 p.m.
The next Regular Design Review Committee meeting is scheduled for Wednesday,
May 4, 2022 at 5:30 p.m. in the Council Chamber.
