March 22, 2022
The City Council of the City of Orange, California convened on March 22, 2022, at 6:00 p.m.
in an Adjourned Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
6:00 PM REGULAR SESSION
1. OPENING/CALL TO ORDER
Mayor Murphy called the meeting to order at 6:01 p.m.
1.1 PLEDGE OF ALLEGIANCE
Led by Councilmember Ana Gutierrez.
1.2 ROLL CALL
Present: Nichols, Monaco, Barrios, Dumitru, Tavoularis, Gutierrez, and Murphy
Absent: None
2. PUBLIC COMMENTS
Public Speakers
Carole Walters spoke in support of installing bollards as a safety measure in Plaza
Park and voiced her opposition to a reimbursement policy for Councilmembers.
Val Trowbridge spoke regarding a Claim for Damages against the City he submitted in
February that was denied by Council at the March 8, 2022, meeting.
3. STUDY SESSION
3.1. First Study Session for the Proposed Fiscal Year 2022-23 Budget (Capital
Improvement Program).
City Manager Houston introduced the item, and Assistant City Manager/Administrataive
Services Director Will Kolbow provided an overview of the Capital Improvement
Program (CIP). The FY 23 CIP Program consists of 145 projects.
Assistant Community Services Director Leslie Hardy summarized Community Services
CIP projects. Council inquired about pickleball courts at Grijalva Park, improving public
access to Cerro Villa Park and the park/playground near the river trail at Riverdale (this
park is not located on City property), and the proposed mural at El Camino Park.
Public Works Director Chris Cash provided an overview of Public Works CIP projects.
In response to Council's questions, he described the Spring St. project at Grijalva Park

and explained the ongoing issues with the Police headquarters atrium roof.
Public Speakers
Shirley Grindle expressed support and need for pickleball courts in Orange.
Kimberly Bottomley spoke in support of a mural at El Camino Park.
Report was received and filed.
4. PUBLIC HEARINGS
The following item began at 7:03 p.m.
4.1. Public Hearing and Resolution No. 11381 to consider Focus Maps 119, 121, 126,
or 128 for possible adoption.
Senior Assistant to the City Manager Aaron Schulze announced in Spanish that live
translation services were available upon request.
City Attorney Sheatz introduced the item and Dr. Justin Levitt, National Demographics
Corporation, provided a brief staff report.
Mayor Murphy opened the Public Hearing at 7:10 p.m.
Public Speakers
John Russo expressed support for the Orange Mall being included in District 3 on Map
128, and his support for Map 124.
Bonnie Robinson spoke in support of Map 119.
Kate Bonnaud spoke in support of Map 119.
Sammy Rodriguez spoke in opposition of Map 121.
John Nelson spoke in opposition of Map 121 and in support of Map 119.
Laura Thomas spoke in opposition of Map 121 and in support of Map 119.
Carole Walters spoke in support of Map 128.
Written Public Comments
Jeff and Shellie Rice emailed in support of Maps 119, 120, 124, 125, and 127.
Stephanie Lesinski emailed in support of Map 119.
In addition, correspondence was received in the City Clerk's Office from Lori Wheeler
and Teri Helsel in support of keeping Districts 4 and 6 intact.
Mayor Murphy closed the Public Hearing at 7:22 p.m.
During deliberation, Council discussed their support for Map 128 as it addresses issues
identified in Map 121 including keeping the Orange Mall and Tustin corridor area in
District 3 and adding the Cypress Barrio to District 1.
Councilmember Gutierrez expressed that she still supports the adoption of Map 119.

A motion was made by Mayor pro tern Nichols, seconded by Councilmember
Tavoularis, to select focus Map 128 as the final map and adopt Resolution No. 11381.
The motion carried by the following vote:
Ayes: Nichols, Monaco, Barrios, Dumitru, Tavoularis, and Murphy
Noes: Gutierrez
Absent: None
Resolution No. 11381. A Resolution of the City Council of the City of Orange adopting
revised City Council Electoral District Map following the 2020 Federal census and
confirming election sequencing pursuant to Ordinance No. 06-19.
5. ADJOURNMENT
There being no further business, the meeting was adjourned at 8:04 p.m.
The next Regular City Council meeting will be held on Tuesday, April 12, 2022, at 6:00
p.m., in the Council Chamber, with Closed Session beginning at 5:00 p.m., if
necessary.
