March 16,2022
The Design Review Committee of the City of Orange, California convened on March 16, 2022
at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
1. OPENING/CALL TO ORDER
Chair lmboden called the meeting to order at 5:30 p.m
1.1 PLEDGE OF ALLEGIANCE
Committee Member Fox led the flag salute.
1.2 ROLL GALL
Present: McDermott, Fox, Skorpanich, Farfan, and lmboden
Absent: None
2. PUBLIC COMMENTS
The following spoke on non-agendized items:. Brian Lochrie, Orange Resident, spoke in general about the City's noticing
procedures and in support of the Committee's decision regarding the First Presbyterian
Church project at the March 2,2022 meeting.. Tony Trabucco, on behalf of the Old Town Preservation Association, spoke in
support of the Committee's decision regarding the First Presbyterian Church project at
the March 2, 2022 meeting.
CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine by the
Design Review Committee and will be enacted by one motion. There will be no
separate discussion of said items unless members of the Design Review Committee,
staff or the public request specific items removed from the Consent Calendar for
separate action.
Item 3.1 was removed from the Consent Calendar for consideration by Committee
Member Skorpanich.
Approval of meeting minutes of the Design Review Committee of the City of
Orange for the March 2,2022 Regular Meeting.
ACTION: A motion made was made by Committee Member Fox, seconded by
Committee Member Farfan, to approve the March 2, 2022 minutes as emended to
staff.

4.1. Design Review No.4919-17, Sky Palm Motel,210 N. Tustin Street
A proposal for a renovation and an addition of a 415sq. ft. manager's office to an
existing 28-room Googie-style mote!.
The following spoke on behalf of the project:
. Darian Radac, project architect
The Committee discussed the project, including:. The guardrai!. Alternate colors proposed by staff
A motion was made by Committee Member Skorpanich, seconded by Committee
Member Fox, to approve Design Review No. 4919 - 17 , Sky Palm Mote!, subject to the
Findings and Conditions in the staff report with an additional Condition as follows:
1. The colors shall be modified as proposed by staff.
Committee Member Fox requested that the motion be amended for an additional
Condition. Committee Member Skorpanich withdrew her motion.
A motion was made Committee Member Skorpanich, seconded by Committee Member
Fox, to approve Design Review No. 4919 - 17 Sky Palm Motel, subject to the Findings
and Conditions in the staff report with additional Conditions as follows:
1. The colors shall be modified to the alternate colors Luau Green and Blue Nile as
recommended by staff.
2. The railings shall have horizontal bars rather than cables.

The Committee discussed the project, including:. Future sign modifications. Corten wall dimensions, sign placement and illumination. Maximum sign area for Residence Hall. ldentification signage on Sign Type J
A motion was made by Committee Member Fox, seconded by Committee Member
McDermott, to approve Design Review No. 4900 - 17 , Villa Park Orchards Association
Packing House Sign Program, subject to the Findings and Conditions in the staff report
with additional Conditions as follows:
1. The maximum number of signs shal! be replaced with the words "one campus
identification and one building identification sign" under Sign type E.
2. Under maximum sign area for Sign Type E: "80" shall replace "160" and read "the
lettering is a maximum of 80 square feet per building lD." lnstances noted as "48" shall
be replaced with "20" to read "and or 20 square feet for a campus lD."
3. Under illumination for Sign Type E: add "concealed or at grade" after floodlighting
only and add "floodlighting is to be avoided to ensure even lighting."
4. For Sign Type J, the maximum number shall be amended to "10 locations are
approved; only eight shall be in use at any given time."
5. For Sign Type J, the text "lighting shall not create a public nuisance" shall be added
under illumination.
6. The text "university, college, building or occupant names are not permitted" shal! be
added under the Logo standards for Sign Type J.
Committee McDermott asked to include the correction on
Member Fox accepted the amendment to the motion.

A motion was made by Committee Member Fox, seconded by Committee Member
McDermott, to approve Design Review No. 4900 - 17, Villa Park Orchards Association
Packing House Sign Program, subject to the Findings and Conditions in the staff report
with additional Conditions as follows:
1. The maximum number of signs shall be replaced with the words "one campus
identification and one building identification sign" under Sign type E.

There being no further business, the meeting adjourned at 8:28 p.m.
The next Regular Design Review Committee meeting will be held on Wednesday, April
