Planning Commission
March 21, 2022
The Planning Commission of the City of Orange, California convened on March 21, 2022, at
7:00 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
1. OPENING/CALL TO ORDER
Chair Vazquez called the meeting to order at 7:01 p.m.
1.1 PLEDGE OF ALLEGIANCE
Commissioner Martinez led the flag salute.
1.2 ROLL CALL
Present: Glasqow, Martinez, Trapesonian, and Vazquez
Absent: Simpson
2. PUBLIC COMMENTS
None.
3. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine by the
Planning Commission and will be enacted by one motion. There will be no separate
discussion of said items unless members of the Planning Commission, staff or the
public request specific items removed from the Consent Calendar for separate action.
3.1. Approval of ineeting minutes of the Planning Commission of the City of Orange
for the March 7, 2022 Regular Meeting.
ACTION: A motion was made by Commissioner Martinez, seconded by Vice Chair
Glasgow, to approve the March 7, 2022 minutes as presented.
Commissioner Trapesonian abstained from voting due to his absence at the March 7,
2022 meeting.
The motion carried by the following vote:
Aves: Glasqow, Martinez, and Vazquez
Noes: None
Absent: Simpson
Abstain: Trapesonian

7. NEW HEARINGS
7.1. Public Hearing: Appeal No. 0557-22, First Presbyterian Church Administration
Building, 191 N. Orange Street
A motion was made by Commissioner Trapesonian, seconded by Chair Vazquez, to
Continue Item 7.1 to the April 4, 2022 Planning Commission meeting.
The motion carried by the following vote:
Aves: Glasqow, Martinez, Trapesonian, and Vazquez
Noes: None
Absent: Simpson
7.2. Public Hearing: Conditional Use Permit No. 3149-21, Administrative Design
Review No. 0187-22 and Minor Site Plan Review No. 1063-21, Billy Boy's
Restaurant, 114 E. Katella Avenue -
Chair Vazquez opened the public hearing.
The following spoke in favor of the project:
• Vasili Kotsiovos, owner
• Greg Jordan, resident
City of Orange Transportation Analyst, Doug Keys, addressed queuing and circulation
questions.
Chair Vazquez closed the public hearing.
The Commissioners discussed the following:
• Potential drive-thru impacts to street traffic
• Trash pick-up
• Order board locations
A motion was made by Vice Chair Glasgow, seconded by Commissioner Trapesonian,
to adopt Planning Commission Resolution No. PC 04-22 entitled: A Resolution of the
Planning Commission ofi the City Of Orange approving Conditional Use Permit No.
3149-21, Administrative Design Review No. 0187-22 and Minor Site Plan Review No.
1063-21 to establish a new drive-through service with associated site improvements at
an existing restaurant located at 114 E. Katella Avenue with Conditions as follows:

1. The order board shall be moved from the passenger side of the vehicles to the
driver side and forward from vehicle queue space 9 to vehicle space 8 as depicted on
the plan.
2. The wording of Condition No. 25 shall be changed from "neighborhood" to "streets".
The motion carried by the following vote:
Aves: Glasqow, Martinez, Trapesonian, and Vazquez
Noes: None
Absent: Simpson
7.3. Public Hearing: Conditional Use Permit No. 3069-18, Design Review No. 4942-18,
and Minor Site Plan Review No. 0941-18, Imperial Stations, 1234 N. Main Street
Chair Vazquez opened the public hearing.
The following spoke on behalf of the project:
• David Berri, owner
Chair Vazquez closed the public hearing.
The Commissioners discussed the following:
• The potential impacts to traffic on Main Street
• Queuing capacity
• A contingency plan
A motion was made by Chair Vazquez, seconded by Commissioner Martinez, to adopt
Planning Commission Resolution No. PC 03-22 entitled: A Resolution of the Planning
Commission of the City Of Orange approving Conditional Use Permit No. 3069-18,
Design Review No. 4942-18, and Minor Site Plan Review No. 0941-18 to renovate an
existing gas station and full-service car wash to include an expansion of the
convenience store, modification of car wash queue, construction of a new 560 square
foot freestanding canopy and, 60 square foot kiosk, installation of self-serve vacuums
and related site improvements located at 1234 N. Main Street with a Condition as
fol lows:
1. The wording of Condition No. 25 shall be changed from "neighborhood" to "streets".
The motion carried by the following vote:
Ayes: Glasqow, Martinez, Trapesonian, and Vazquez
Noes: None
Absent: Simpson
