Design Review Committee

The Design Review Committee of the City of Orange, California convened on March 2, 2022
at 5:30 p.m. in a regular meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
1. OPENING/CALL TO ORDER
Chair Imboden called the meeting to order at 5:30 p.m.
1.1 PLEDGE OF ALLEGIANCE
Vice Chair McDermott led the flag salute.
1.2 ROLL CALL
Present: Fox, Irnboden, McDermott, Skorpanich, and Farfan
Absent: None
2. PUBLIC COMMENTS
None.
3. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine by the
Design Review Committee and will be enacted by one motion. There will be no
separate discussion of said items unless members of the Design Review Committee,
staff or the public request specific items removed from the Consent Calendar for
separate action.
3.1. Approval of rneeting minutes of the Design Review Committee of the City of
Orange for the February 16, 2022 Regular Meeting.
ACTION: A motion was made by Committee Member Fox, seconded by Vice Chair
McDermott, to approve the February 16, 2022 minutes as emended to staff.
The motion carried by the following vote:
Ayes: Fox, I mboden, McDermott, Skorpanich, and FarFan

4. CONTINUED ITEMS
4.1. Design Review No. 5056-21, First Presbyterian Church Administration Building,
'191 N. Orange Street
A proposal to remodel a church administration building for retail, restaurant, and
office use in the Old Towne Historic District.
The following spoke in opposition to the project:
• Guy Hinrichs, a Maple Avenue resident
• Brian Lochrie, a Maple Avenue resident
• Tony Trabucco, on behalf of the Old Towne Preservation Association
The following spoke on behalf of the project:
• Todd Cottle, applicant
• Scott Jones, project architect
The Committee discussed the following:
• Points of entry and storefront glazing in relation to adjacent residences
• Screening placement, composition, and finish
• Trash enclosures and on-site trash management
• Office entry screening element along northeast portion of the building
• Removal of remaining wood window
• Planter materials and finish
• Landscape palette and watering needs
• Light spill onto Maple Avenue
• Use of inetal siding
• Impact on neighborhood character
A motion was made by Committee Member Skorpanich, seconded by Committee
Member Fox, to deny Design Review No. 5056-21, First Presbyterian Church
Administration Building.
Committee Member Fox requested that the motion be amended to clarify the
Committee's reasoning for a denial and summarize the reasoning by separate
document. Committee Member Skorpanich accepted the amendment.
A motion was made Committee Member Skorpanich, seconded by Committee Member
Fox, to deny Design Review No. 5056-21, First Presbyterian Church Administration
Building because the Committee could not make the following findings required for
approval:
• The project design is compatible with surrounding development and neighborhoods
• The project conforms to City development standards and any applicable special
design guidelines or specific plan requirements
• The project design upholds community aesthetics through the use of an internally
, consistent, integrated design theme and is consistent with all adopted specific plans,
applicable design standards, and their required findings (OMC 17.10.07.G.3)

The Committee cou Id not make the findings based on the following reasons:
1. The interface of the project with adjacent residential properties lacks sufficient
mitigation of privacy considerations as required by the municipal code.
2. The main ret�il/restaurant space entrance on E. Maple Street has potential to
negatively impact adjacent residential properties across the street.
3. The applicant should study the angles of the proposed screening elements to
ensure they are effective to screen high intensity use areas from the front of adjacent
residential homes.
4. Patio dining placement along E. Maple Avenue is not appropriate directly adjacent
to residential uses with respect to land use compatibility and active facades facing the
neighborhood.
5. The short screen and hedge along the edge of the patio dining on E. Maple Avenue
does not protect res idents from potential light or noise impacts from the patio.
6. The corrugated metal siding is not compatible with adjacent mid-century design
elements on the church sanctuary.
7. New windows and storefronts facing E. Maple Avenue may cause light spill into the
neighborhood that is inconsistent with Orange Municipal Code provisions for light, glare
and illumination.
8. The Committee could not make the finding that the project design is compatible with
surrounding development based on the potential change in the residential character of
the street due to the addition of commercial frontage along E. Maple Avenue directly
across from single-family residential properties.
9. Juncus patens (Common Rush) in the planting palette should be replaced with a
low water grass consistent with adjacent plantings.

5. ADJOURNMENT
There being no further business, the meeting adjourned at 6:34 p.m.
The next Regular Design Review Committee meeting is scheduled for Wednesday,
March 16, 2022 at 5:30 p.m. in the Council Chamber.
