FINAL City of Orange Design Review Committee January 19,2022 The Design Review Committee of the City of Orange, 2022 at 5:30 p.m. in a Regular Meeting in the Council Orange, California California convened on January 19, Chamber, 300 E. Chapman Avenue, 1. OPENING/CALL TO ORDER Vice Chair Imboden called the meeting to order at 5:30 p.m. 1.1 PLEDGE OF ALLEGIANCE Committee Member McDermott led the flag salute. 1.2 ROLL CALL 2 3 Present: !mboden, McDermott, Skorpanich, and Farfan Absent: Fox PUBLIC COMMENTS None. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine by the Design Review Committee and will be enacted by one motion. There will be no separate discussion of said items unless members of the Design Review Committee, staff or the public request specific items removed from the Consent Calendar for separate action. Approval of meeting minutes of the Design Review Gommittee of the City of Orange for the December 15, 2021 and January 5, 2022 Regular Meetings. Committee Member Skorpanich abstained from voting on the December 15, 2021 meeting minutes and Committee Member Farfan abstained from voting on the January 5,2022 meeting minutes due to their respective absences from those meetings. ACTION: A motion was made by Committee l\Iember McDermott, seconded by Committee Member Skorpanich, to approve the meeting minutes as presented. CONTINUED ITEMS Design Review No. 5009-20, Avenue Orange Plaza lnn (The Richland), 137 E. Maple A request for modifications to the approved design of a hotel with an accessory event space. The existing building is a non-contributor to the Old Towne Historic District. The following spoke on behalf of the project:. Lynn Wagoner, applicant. Chip Gulley, architect. Adam Feliz, contractor The following spoke in general support of the project but with comments and recommendations:. Tony Trabucco, Old Towne Preservation Association The Committee discussed the following:. Signage. Evolution of the project. Approval by Community Development Director. Changes in parking spaces and landscaping from prior review. Appropriateness of door and window changes on the west elevation. Exterior color and materials. Delivery vehicle circulation and trellises on rear elevation. Removal of mezzanine from interior of event space. Building code viability of the pergola design, materials, and dimensions. lmposition of the addition on southeast corner. Lack of a cohesive internally consistent design. Use should conform to historic structure A motion was made by Vice Chair lmboden, seconded by Committee Member McDermott, to approve Design Review No. 5009-20, Orange Plaza lnn (The Richland) subject to the Findings and Conditions in the staff report with the following exceptions: 1. The Committee cannot support the proposal for the double doors towards the southwestern corner of the building; the Committee is willing to allow the applicant to convert the second window from the street into a single door if they wish to do so. 2. Should the pergola not be able to be constructed in full reflection of the submitted plans, the applicant may create the same design using steel elements. lf the design is required to change from the proposed wood or alternate steel material, it shall come back to the Design Review Committee for review 3. The Committee cannot support the paint colors; therefore, it is not part of the motion for approval, recognizing that a palette was previously approved by the Committee in October 2021. NEW AGENDA ITEMS 5.1.Design Review No. 5056-21, First Presbyterian Church Administration Building, 191 N. Orange Street A proposal to remodel a church administration building for retail, restaurant, and office use in the Old Towne Historic District. Committee Members Skorpanich and Farfan stated they had a briefing with the applicant team at the project site. Committee Member McDermott disclosed and city staff. she had a briefing with the applicant team Vice Chair lmboden disclosed that he asked to meet with the applicant team, but timing did not permit them to meet. The need for a sight line analysis for Maple Street ' Permit parking on Maple Street in relation to building entrance ' Potential mid-century historic significance of property and need survey of historic resources. Stained glass window on the west elevation. Pedestrian and vehicular circulation. Design intent of courtyard windows. Courtyard color scheme ' Plant selection and landscape on north side of the building. Photometric study of light spil! for neighborhood. Compatibilitywith surrounding neighborhood. Building design does not respond to context. Removal of historic materials. Delivery circulation and congestion for a citywide A motion was made by Committee Member Skorpanich, seconded by Committee Member McDermott, to continue Design Review No. 5056-21, First Presbyterian Church Administration Building, to a date uncertain to allow the applicant time to consider the Committee's comments regarding trash and delivery, circulation, and landscaping.
