Monday, 7:30 p.m.
The regular meeting of the Orange City Planning Commission was called to order
by Chairman Hart at 7:30 p.m.
PRESENT: Commissioners Hart, Greek, Mason, Master, Vasquez
ABSENT: None

IN RE: APPROVAL OF MINUTES OF SEPTEMBER 5, 1984
The minutes were corrected as follows: Page Six, second paragraph--
third word of fifth line `is negotiations, ninth word of seventh line
is a~rovin~. Page Eight, first paragraph--add "Greek" at the end
of f~rTs ne. Page Twelve, first paragraph--fourth word of fifth
line is aren't, sixth word of fifth line is approving; second para-
graph--second word of first line is Vasquez.
Moved by Commissioner Vasquez, seconded by Commissioner Greek, that
the minutes of September 5, 1984, be approved as corrected.

IN RE: CONTINUED HEARINGS
CONDITIONAL USE PERMIT 1352, VARIANCE 1745, LOT LINE ADJUSTMENT
84-9 - DOAN:
Proposal to establish a day nursery, school, and church use, and to
deviate from parking standards in the RM-7 zone on two parcels
totaling one-half acre situated on the east side of Olive Street,
165 feet south from Collins Avenue (continued from September 17
meeting).

NOTE: Negative Declaration 912 has been prepared for this project.
Mr. Lane made the presentation to the Planning Commission, outlining
the facts and problems as stated in the Staff Report. He said Staff
feels it has worked out all the problems and is in a position to
recommend approval subject to the twenty-one conditions contained
in its report. He said that Staff now finds that the variance is
actually not necessary and in that case the applicant has been told
that the procedure, if he would like a refund of the filing fee,
assuming that the Commission and the City Council agree, would be
for him to request it in writing. Mr. Lane said that Staff feels
that the parcel map is appropriate because that would remove the
lot line between the two lots and create one. parcel. He pointed out
proposed Condition No. 1 wherein Staff is recommending that the
permit, if approved, be granted for only six months so that the
operating departments will have an opportunity to make sure that the
performance during that period of time is consistent with City
standards. '
Chairman Hart opened the public hearing.
The applicant, Paul Doan, 6681 Lucretia Avenue, Mira Loma, said that
basically Mr. Lane's presentation was correct. He said he has made
almost all the changes and improvements on the property to bring it
into conformance with Fire Department requirements and that there
are only a few things left to do, which will be finished in a couple
of weeks. Commissioner Mason asked if the parking spaces in the back
are closed off and used as a play area 'during the week. Mr. Doan
responded that that portion of the parking is there because the
City requires it to be there but thairlit is not used.
Chairman Hart declared the public hearing closed.
.Moved by Commissioner Vasquez, seconded by Commissioner Master, that
the Planning Commission accept the findings. of the Environmental
Review Board to file Negative Declaration 912.
Mr. Doan asked if granting the permit, for six months means that he
will have to file another application at the end of that period.
Mr. Lane explained that no additional filing would be necessary,
that it would be up to the Planning Commission Staff to pull the
file in five months and ask the Fire Department and the Building
Division if everything is okay, and then to initiate a review by
the Planning commission in six months.

IN RE: MISCELLANEOUS
TENTATIVE PARCEL MAP 84-764
Proposed subdivision of 22 acres into 16 lots situated in the M~2
Zone on the west side of Glassell Street, north from Meats Avenue
at Emerson Avenue.
NOTE: Negative Declaration 928 has been prepared for this project.

Mr. Lane made the. presentation to the Planning Commission per the
information contained in the Staff Memorandum.
Chairman Hart opened the public hearing.
Robert Sundstrom, with the firm of Williamson and Schmid, 17782 Sky
Park Boulevard, Irvine, representing the applicant, said the Staff
Report has been read and they have no difficulty with the conditions
contained therein.
Chairman Hart declared the public hearing closed.
Moved by Commissioner Master, seconded by Commissioner Mason, that
the Planning Commission accept the findings of the Environmental
Review Board to file Negative Declaration 928.

Moved by Commissioner Master, seconded by Commissioner Mason, that
the Planning Commission approve Tentative Parcel Map 84-764, subject
to the conditions of the attached Engineering Division Plan Check
and the Addendum Sheet.

The meeting was adjourned at 7:50 p.m. to a study session on October 8,
1984, at 5:30 p.m., and to reconvene to a regular meeting on Monday,
October 15, 1984, at 7:30 p.m., at the Civic Center Council Chambers,
300 East Chapman Avenue, Orange, California.
