The regular meeting of the City of Orange Planning Commission was called to
order by Chairman Master at 7:30 p.m.

ORDINANCE AMENDMENT 1-85 - CITY OF ORANGE
Proposed amendment to the Orange Municipal Code revising regula-
tions pertaining to tower antennas in residential and non.'residential
zoning districts. (Continued from the September 4 and September 16,
1985, Planning Commission meetings.)
NOTE: .Negative Declaration 1014 has been prepared for this project.
Mr. Lane made the presentation in accordance with the Staff Report
and reviewed what had taken place at the September 4 and 16 meetings.
Chairman Master pointed out that the public hearing was still open;
however, since there was no one in the audience who wished to speak,
Chairman Master declared the public hearing closed,

the Planning Commission accept the findings of .the Environmental
Review Board to file Negative Declaration `1014,

IN RE: NEW HEARINGS
ZONE CHANGE 1041 - HARLEY ANp BETTY CAMPBELL
Proposed zone change from R-1-7 to 0-P at the northwest corner of
Chapman Avenue and Wheeler Street of an 8500-square foot parcel
containing a single-family residence.
NOTEc Negative Declaration 1031 has been prepared for this project.
Mr. Lane made the presentation in accordance with the Staff. Report
and said Staff recommends approval.
Chairman Master opened the public hearing. Betty and Harley
Campbell, 189 North Wheeler Street;=pointed out that a business
has already been operating from the residence for which the zone
change is being requested--a mail-order-type business for which
there was very little foot traffic %n and out of the building-~-
and said that the business which is going to come into the

building now. is that of a manufacturers representative, so again
.there will not be a great deal of foot traffic into and out of
the building.
Norma Cracker, 126 North Wheeler, said she has had no objection
to the business that has been operating in the building but is
now questioning if there will be enough parking space for the new
business. When it was pointed out to her that the business will
not be for retail sales but only for office use, and that the parking
area.wou'ld be,~adequate for office personnel, she withdrew her
objection.
Commissioner Mason asked if part of the back wall would be removed
to allow room for the parking spaces, and Mr. Lane said it would,

Discussion followed on the right of the owners of the prdperty to
use 1,o1^etta Drive d~ ~~ d-^irreway since Loretta is no longer a public
street but rather a private alley.
Chairman Master reopened the public hearing. Mrs. Campbell said
she has a letter from Dr. Graham of Chapman General Hospital, in
which he has given them access to the use of Loretta Drive. She
was cautioned that a letter may not be enough and permission can
just as easily be taken away as given, Commissioner Greek pointed
out that whether or nat the owners of the property can use Loretta
or have adequate parking has nothing to do with the request for
and granting of the zone change.
Chairman Master declared the public hearing closed.

the Planning Commission accept the findings of the Environmental
Review Board to file Negative Declaration 1037.

NOTE: Negative Declaration 1020 has been prepared for this project.
Mr. Lane made the presentation in accordance. with the Staff Report
and said Staff recommends denial because the proposal is incompat-
ible with land uses and zoning in the area and is not in conformance
with the intent of the General Plan; however, if the public hearing
should provide information that would indicate approval is in order,
Staff recommends that such approval be subject to the 15 conditions
listed in its report.
Chairman Master opened the public hearing.
Julie Chung, 1707 South Varilla Driver-West Covina, architect,-~repre-
senting the applicants-, said she feels-the proposed additions to .the
property are in compliance with the zoning code, Commissioner Greek
asked why a conditional-use permit is required if indeed the proposed
development is permitted with. that zone.. Ms. Chung said she meant it
would be permitted if .the conditional use permit were to be granted.
Chairman Master declared the public hearing closed.

the Panning Commission accept the findings of the Environmental
Review Board to fi'1e Negative Declaration 1020.

Proposed classroom addition to an existing meeting room, core°truction
of a new meeting building and caretaker`s mobile home unit on 1.5
acres situated on the south side of Taft Avenue.,-1.35 feet east from
Shaffer Street.

Mr. Lane made the presentation in accordance with the Staff Report

Phil Crawford, 10912 Meads Avenue, representing the applicant,
said that the new building is needed for the growth within the
church, explaining that they keep their congregat-ions small and
now have so many members that they need to meet at vari=ous
times all day long, all using the one building.
Chairman Master declared the public hearing closed.

the Planning Commission accept the findings of the Environmental
Review Board to file Negative Declaration 10'16.

CONDITIONAL USE PERMIT `1471 -NEXUS DEVELOPMENT CORPORATION
Proposed eight-story off ice building, two four-story office build-
ings, a five-story hotel, and a single-story restaurant on 20.14
acres in the C-2 Zone at the northwest corner of Garden Grove
Boulevard and The City Drive,
NOTE: Negative Dec'1aration 1030 has been prepared for this project.
Commissioner Greek asked to be excused due to conflict of interest.
Mr, Lane made the presentation in accordance with the Staff .Report.
He said Condition #18 should be changed to require 12 on-site fire
hydrants and mains instead of nine, that the requircments~af Condition
#20 had already been met and therefore this condition could be deleted,.
and that three conditions had been added. due to requests from the
Po1i.ce Department, ;making a total of 30 conditions. He said Staff
recommends approval subject to these 30 conditions.
Chairman Master opened the public hearing. Curtis Olson, 517 Cata-
lina Avenue, Newport Beach, representing the applicant,-made a
presentation of the proposed project, using drawings showing plot
plans] landscaping and elevations.

Moved by Commissioner Hart, seconded by Commissioner Scott, that
the Planning Comm fission approve. Conditional Use Permit #1471
subject to the conditions in the Staff Report, deleting Condition
#20, correcting Condition #18 to 12 on-site fire hydrants and mains
instead of nine, and adding the three conditions requested by the
Police Department, making a total of 30 conditions.

Proposed second-story living un it over a three-car garage on a
6,275-square foot parcel in the RD-6 (RCD) Zone on the east side
of Grand Street, 194 feet south from Palmyra Avenue.
NOTE: This project is exempt from Environmental Review.
Mr. lane made the presentation in accordance with the Staff Report
and said Staff recommends approval subject to the four conditions
in its report.
Chairman Master opened the public hearing. Daniel Weber, 1106 Wass,
Tustin, representing the applicant.; said he has nothing to add to
the Staff Report.
Chairman Master declared the public hearing closed.

the Planning Commission approve Conditional Use Permit 7476 for the
reasons stated in the Staff Report and subject to the conditions in
the Staff Report.

IN RE: OTHER BUSINESS
Mr. Lane discussed the action taken by the Design Review Board in
Q changing the plot plan of the mini-storage project recently before
the Planning Commission after that plot plan had been approved by
the Planning Commission. He said the change had been made to allow

additional landscaping along the freeway,. which then created a
problem of site width and necessitated combining two buildings
into one building and doing away. with the two-foot strip originally
between the two buildings to compensate for the additional two
feet of landscaping. He said that the Design Review Board didn't
actually propose to combine the two buildings but by their require-
ment of additional landscaping it became .necessary to do this to
fit everything on the plot. Commissioner Hart pointed out that this
was a major change and he resented it being done after the Planning
Commission had already approved the original plot plan. He said he
feels that somewhere in the process that action should have been
stopped. .Commissioner Greek said that there had been a public
hearing in which a specific plot plan had been approved,-this then
had additionally been approved by the City Council; and now to see
what had been approved by both the Planning Commission and the City
Council altered, he feels subjects both the Planning Commission and
the City Council to criticism,. legal suits and potential problems.
He recommended that Chairman Master write a letter to the Mayor
stating that the Planning Commission is concerned. with the revision

been approved at a public hearing and feels that if there is some-
thing substantial enough to require revision after approval has
already been given by the Planning Commission. and the City Council
then it sfiould be set for another public hearing at which it can be
discussed, not just changed by the Design Review Board, Commissioner
Hart said 'he agreed; however,~he didn`t think the developer of the
property should be punished because of something done by the Design
Review Board;=land stated it bothers him that tfi a Design Review Board
can do this, Commissioner Greek said he feels the action of the
Design Review Board was illegal and could subject the City to
tremendous potential losses. He said he couldn`t understand how
Staff could allow this to happen,
Mr. Lane suggested that Chairman Master discuss this matter with
Mayor Beam and then the two of them discuss it with the Chairman
of the Design Review Board. Commissioner Greek said he feels the
Design Review Board Chairman didn't have anything to do with it but
that someone somewhere along the line allowed the plot plan to be
® revised, and that person_is the one who should be subject to
criticism because what he did is a violation of the conditional use
permit process.. Mr. Lane said the members of: the Design Review. Board
a're pr~afess`~ohal design people'and oiobody'"can' convince. him that if
they are making design changes they donrt realize the implications
of what they are doing, so he doesn`t tfiinkiit~is strictly Staff's
fault; if the Design Review Board adds something to a plot plan or
revises landscaping they`re sharp enough to know that there`s an
impact on the building or the drive aisles,;-=etc, Commissioner
Mason pointed out that this case was caught more or less by accident
because the developer came to the P1dnnng Commission seeking permission
to erect a freeway sign; s'he s-aid she wonders how many other cases
there might be of Design Review Board changes that aren't known.

She said that the Planning Commission wants to be sure there aren't
a lot of things being changed ~ftbr public hearing approval has
been given to the original plot plan. Chairman Hart pointed out
that this is not the first time this has happened, and cited a
previous incident at the Mayberry Ranch development.
Mr. Lane brought up the matter of the Commission's. interest in
the possible abandonment of Palrr~yra Place, in connection with the
request fora motel in that area at the last meeting. Mr. Johnson
said Pblmyra Place is signed for one-way traffic going east, although
apparently little attention is paid to the sign and traffic does go
both ways, He said he discussed this with Bernie Dennis and apparently
now that the property developer is not proposing to take access to
that alley any more, that somewhat changes the concept, but even with
that there is a problem with traffic going easterly, and therefore
his and Mr, Dennis` recommendation is to leave the alley open and
re-sign it so that the traffic would go westerly instead of easterly..
He said that the other alley in the area,-the one between Bush and
Main,. has no restrictions on it so that traffic can go both north
and south,-and it is being used for service to the commercial estab-
1isfiments on Main Street as well as by .some of the residents on Bush.
He said if the Palmyra alley can be re-signed so traffic will go
westerly that will take care of the problem. He said the problem
with shutting tfie alley is two-fold: 1) there are five residences
that take access to it, and 2) a new concrete drainage area was
just put in about a year ago,
Commissioner Mason said she would not be present at the meeting of
December 2, 1985,
