Existing properties identified as R-1-E are proposed to b2 reclassified to R-1-40. tIOTE: Negative Declaration 1284 has been prepared for this project.. A staff report was not presented as there was no opposi.t.ion. The public hearing was opened tend closed. (RODEWAY I~dN) - REFERRED BACK TO PLANNING COMMISSION BY CITY COUNCIL AT THEIR FEBRUARY 21, 1989 MEETING: Ch.a.irman Bosch was excused from the meeting becaus^ of a potential conflict of interest. Revised plans for a proposed Con~1i_ti.ona]. Use Permit to allow expansion of the existing Rodeway Inn and a7.l.ow construction of a building :exceeding two stories in height. The applicant is also requesting an Administrative Adjustment to reduce the size of required parking spaces. Subject property is located at the southwest r.orner of Rampart Street and State College Boulevard, addressed 101 I*Iort.h State Collsge Boulevard. :DOTE: i~legat.ive Dsc7.aration 1207 has been prepared f_or this project. A staff report was not presented. The public hearing was opened. Applicant The applicant's attorney, located at 100 mouth Anaheim ~3oul.evard, Anaheim, represented the Rodeway Inn project. They have reviewed the staff report and are in full agreement with the description of the project. Fie w:~nted to describe the project and sours of their concerns. They will. increase the room size to 26£i, of which 105 of those rooms will be double rooms, 12 of them will b;~ double suites. Six of those rooms will bs handicapped. The parking wi1_t be expanded from the existing 245 parking stalls to ad.d 1.23 spaces for. a total of 369 parking spaces. The existing on-site restaurant will remain the same without changes and the existing meeting rooms will also remain the same. The remaining part of the hotel. will. be r..enovatAd and upgraded to bring it up to the status of the other rooms. They hope to attract a better operator.. The ~ppli.cant feels the Rode~~~ay Inn will. be a first class hotel that Orange will bn proud to h,ve in it's city. The project was bsfor.e the Planning Commission Minutes `:;larch 20, 1989 - P<~go 3 Commission in Janu.ar_y, 19£39, but was denied due to a parking waiver request. The project has boon downscaled, reducing the number of rooms and increasing the number of parking spaces. There will not be a parking waivor requested. They ar? requesting a Conditional Use Permit for a height waiver. Thoy are seeking an Administrative Adjustment for the size of the parking stalls, asking to utilize the uni-size spaces which reduce the requirement of parking spaces to 8 1/2 by 19 from the present requirement of 9 feet. by 20. They have received full cooperation from City staff. Thoy have not received any objections from surrounding residents. The question pending is the widening of the I-5 Freeway end what it's impact will have on the proposed project. They understand there are throe proposals being considered, two of which will require a taking of the Rodeway's property to mak^ way for the realignment of Chapman Avenue. BasAd on their previous survey of a parking requirement, they could absorb up to a 30~ parking reduction and still moot their r`quirements. Th;~y request an Administrative Adjustment for deviation of the parking requirement; they would satisfy that requirement within that 15~ adjustment. Commissioner Scott asked for clarification on the existing parking stalls pJ.us the additional -- 245 caith an increase of 123 for a totaJ_ of 368. Three hundred sixty-nine (369) was mention^d. It was originally proposed to be 343 with an increase to 3~9 spaces for the now project. Commissioner Scott said for the record, they wore adding 26 spaces to the existing 343. (Right.) Commissioner Scott stated, for clarity, there will be a total of 268 rooms, with 105 being double rooms, which of that, 12 would be suites and six would be handicapped. There will be an additional 1.23 roams. The public hearing was closed. Commissioner ~9aster wanted clarification regarding the deletion of Condition 3 from Page 4. Commissioner Hart said the reason was that. there were no parking deficiencies. That item was from the previous appJ.ication any? has since been dropped. Commissioner Scott asked if the applicant was aware of a~]ding the Fire Facilities Fees (Page 6)?
