HomeMy WebLinkAbout3/21/1988 - Minutes PC .~ PLANNING COMMISSION MINUTES _ ~ City of Orange Orange, California March 21, 1988 Monday - 7:00 p.m. The regular meeting of the City of Orange Planning Commission was called to order by Chairman Scott at 7:00 p.m. PRESENT: Commissioners Bosch., Hart, Scott ABSENT: Commissioners Greek, Master STAFF PRESENT: John Godlewski, Senior Planner and Commission Secretary; Jack McGee, Administrator of Current Planning; Ron Thompson, Director of Community Development; Gene Minshew, Assistant City Attorney; and Gary Johnson, City Engineer PLEDGE OF ALLEGIANCE IN RE: MINUTES OF MARCH 7, 1988 Moved by Commissioner Hart, seconded by Commissioner Bosch, that the Planning Commission approve the Minutes of March 7, 1988, as recorded. AYES: Commissioners Bosch., Hart, Scott NOES: None ABSENT: Commissioners Greek, Master IN RE: MISCELLANEOUS ITEM MOTION CARRIED Review of Draft Capital Improvement Program for the City of Orange. A staff report was not presented. Commissioner Bosch had a few questions and asked for clarification on vehicle replacement and how the surplus accrues. Helen Bell, Assistant Finance Director, explained that the surplus is the appreciation that has built up to replace all City rolling stock (i.e., police vehicles, street sweepers, fire trucks, eta.). Commissioner Bosch asked about the various signalization programs, particularly for Collins Avenue. He noted it was spread over several fiscal years. He wanted to be assured there was some coordination with the Water District's soon to begin installation of the major water line on Collins which could disrupt some of the City's work with the signalization program. P~~anning Commission Minutes March 21, 1988 Page 2 Gary Johnson thought the Traffic Improvement Project would be coordinated with other funded projects in the City. The Collins project will start in approximately two to three weeks and will be on-going. They are planning to complete those improvements after that project is completed. He believes that project will take approximately .nine months. Commissioner Bosch. asked if there was a reason for spreading the Collins' signals over several years relative to others in the City. Mr. Johnson said most of the projects are not being looked at as a system, but rather on a priority basis. He does not believe there will be an attempt to complete a computerized, coordinated net along Collins. Frank Page, Director of Public Works, stated they are coordinating with Collins. Another problem is that of asking City Council to review some sidewalks in conjunction with the .Cambridge/Collins signal. The right-of-way acquisition has significantly added to the cost of implementing that particular one. They decided to spread the Collins' projects for a couple of years in order to act as a "sinking" fund to get those needs addressed, Chairman Scott asked if the City were in a position to condemn the right-of-way on Cambridge and Collins, if needed, to put in the sidewalks and signals? Mr. Page said that possibility has been presented to the City Council, and at this point, they have not asked for any direction to proceed with.enimant domain. They will make an attempt to acquire the right-of-way after they have the funds available. He made reference to the problem of the house on the northwest corner, Chairman Scott asked if it would be submitted as an HFP? Mr. Page stated they would attempt to get cooperative funding through HFP or any cooperative funding programs that might be available at that time.' His Department will be making a report to the City Council on potential revisions of their method of collecting transportation system ® approved program fees. They will propose a method that will significantly change the TSI fees on Tustin, Main and Katella, and try to increase the broad bands. This will be in the new area C if that method is approved by City Council. It will give them much. more discretion in using a combination of TSIP and Redevelopment funding for the kinds of street projects envisioned. Planning Commission Minutes March 21, 1988 Page 3 Commissioner Bosch asked a couple more questions relative to signalization. He noted a budget for signalization at Santiago Canyon (..Cannon and Loma) for the next fiscal year (Page 35). Is there enough design work done on the potential ultimate right-of-way of Loma and Cannon that it will be sited and installed at once or is it anticipated that later developer fees might off-set a relocation when,~the right-of-way is improved? Mr. Page said they are some years away from full improve- ment of that intersection, particularly as it addresses the south side of Santiago Canyon. He believes they do have the ability to put in the curb returns at least to a point where they can wire the project to incorporate whatever widening they will achieve in the future at that location. There are no problems on the north side. Commissioner Bosch questioned (Page 42) 1991/92; it indicated traffic signalization at Serrano and Yellowstone. Does this anticipate moving to direct the development north of Serrano to connect at Yellowstone? Mr. Page believed it anticipated the Southmark development occurring and the connection of Serrano between the cities of Orange and Anaheim. The ability will be to provide a safe entry and exit to that location. Commissioner Hart was interested in the Library's automation system. Karen Leo, Library Director, responded they are automating this year. The cost will be spread over a couple of years. Commissioner Hart asked if this would tie them in with other systems? Ms. Leo said it would depend on what system they purchased. That capability is not commonly available anywhere. There being no other concerns, Chairman Scott solicited a motion from the Planning Commission. Moved by Commissioner Bosch, seconded by Commissioner Hart, that the Planning Commission recommend the City Council to approve the Capital Improvement Program for Fiscal Year 1988/89 as presented.
