Monday - 7:00 p.m.
The special meeting of the City of Orange Planning Commission
was called to order by Chairman Scott at 7:00 p.m.
PRESENT: Commissioners Bosch, Greek, Hart, Master, Scott
(Commissioner Master arrived at 7:10 p.m.)

IMPLEMENTATION PROCEDURES FOR TAE OLD TOWNE DESIGN
GUIDELINES:
Chairman Scott stated at their meeting of February 22,
1988, it was suggested that a committee be formed to
review the recommended Old Towne Design Guidelines, the
Overlay Zone and the procedure for demolition requests.
After it was suggested and approved by the Commission,
they were told they were not in a position to appoint
committees. It was referred back to the Commission for
further action.
Commissioner Hart said the message received from the
Mayor was that if they wanted to recommend a committee
be formed, that recommendation should be made to the
City Council for them to make the appointment.
Commissioner Hart made a motion recommending to the
City Council that a committee be appointed as outlined
to study the implementation procedures for Old Towne
Design Guidelines, the overlay zone boundary
determination, and establishment of review procedures
for demolition requests, and report back to them at a
later date. Commissioner Greek seconded the motion.
The motion was opened for discussion.

Chairman Scott explained to the audience that the
people who spoke at the first meeting were notified in
writing that a committee was not formed.
Commissioner Bosch was concerned that the City Council
will look to the Commission for guidance and input in
the areas of concern on the Old Towne issues.
Commissioner Hart assumed that two members of the
Commission would be appointed to that committee. Input
could come from the two Commissioners.
Commissioner Bosch was prepared to look toward
solutions on some of the issues. Some areas, however,
still require further work with regard to exactly what
the guidelines are. His specific concerns were
regarding demolition.
Commissioner Hart anticipated the Council, if they
accept the Commission's recommendation, would then turn
it back to them for action.
Commissioner Greek's concerns were many, especially the
financial aspects of non-conforming uses. Conflicting
information was received by two different people and he
thought the issues could be resolved on a workshop
basis.
Chairman Scott reiterated the Commission's concern
would be the appointment of two Commissioners to the
committee.
Commissioner Master felt time was of the essence and
asked if there was a time frame?
Commissioner Hart suggested they do not give Council
direction.
The motion was voted on as follows:
AYES: Commissioners Bosch, Greek, Hart, Master, Scott
NOES: None MOTION CARRIED
The audience questioned if the committee was formed,
how would they find out when it would meet? Chairman
Scott suggested leaving their name and address with the
City Clerk. When the committee was formed, they would
be notified.

Another citizen wanted to make a recommendation of
placing a moratorium on the demolition requests of
pre-1940 structures. The Commission thought that
request should be directed to the City Council.
IN RE: ADJOURNMENT
The Commission adjourned to their April 4, 1988 regular
Planning Commission meeting at 7:00 p.m.
The meeting adjourned at 7:20 p.m.
