Monday, 7:30 p.m.
The regular meeting of the Orange City Planning Commission was called to order
by Chairman Hart at 7:30 p.m.
PRESENT: Commissioners Coontz, Hart, h1aster, Nickelson, Vasquez
ABSENT: Commissioners none
STAFF Jere P. Murphy, Administrator of Current Planning and Commission
PRESENT: Secretary; Norvin Lanz, Associate Planner; Gene Minshew, Assistant
City Attorney; and Doris. Ofs hun, Recording Secretary.
PLEDGE OF ALLEGIANCE
IN RE: APPROVAL OF MINUTES FOR FEBRUARY 23, 1983
Moved by Commissioner Nickelson, seconded by Commissioner Coontz
to accept the minutes of February 23, 1983, as transmitted.

IN RE: NEW HEARINGS:
TENTATIVE PARCEL MAP 83-754 - LEWIS PROPERTIES, INC.
A request to approve a 17 lot subdivision of land located on the
southeast corner of Collins Avenue and Eckhoff Street, (NOTE:
Negative Declaration 825 has been prepared in lieu of an Environ-
mental Impact Report.)
It was the consensus of the Planning Commissioners to dispense
with the Staff Report.
David A. Lewis, Executive Vice President of Lewis Properties, Inc.,
addressed the Commission, stating that he was in complete agreement
with the Staff Report and recommendations, He made himself available
for any questions the Commissioners might have. He pointed out that
company brochues had been presented to the Commission for their review.
Commissioner Nickelson asked Staff what had happened on the storm
drain question with regard to this project. Mr. Murphy responded
that the question of the storm drain is being worked out between the
developers and the public works department. It was his understanding
that there is an agreeable solution between both parties. which includes
reducing the scope of the requirements, but still requires substantial
improvements in that area to account for storm water runoff, both
from the project and from upstream,
Moved by Commissioner Coontz, seconded by Commissioner Vasquez to
accept the findings of the Environmental Review Board to file Negative
Declaration 825.

Moved by Comm issioner Nickelson, se conded by Commissioner Master
to recommend approval of Tentative Parcel Map 83-754 for reasons as
stated by Sta ff and subject to the conditions listed in the Staff
Report.

Commissioner Mickelson commented that this has been underway for
some time and he commended the Staff for the clean, concise package
which had come before the Commission.
Commissioner Coontz brought up the subject of storm drains, particu-
larly in light of the recent storm and the discussions with regard
to the standards in the County, feeling that the Commission needs
an update on what. has happened with the flood control system. She
pointed out that they had a presentation several years ago and she
assumed that perhaps the Council has already asked fora presentation.
Therefore, she hoped that the Commission could be included in any
presentations which might be given.
Mr. Murphy was instructed by Chairman Hart to include the Commission
in any discussions or presentations regarding the flood control system.
IN RE: ADJOURNMENT
The meeting was adjourned at 7:45 p.m, to a study session and thence
to be reconvened to a regular meeting on Monday, March 21, 1983 at
7:30 p.m, at the Civic Center Council Chambers, 300 East Chapman
Avenue, Orange, California.
