The regular meeting of the Orange City Planning Commission was called to order by
Chairman Coontz at 7:30 p.m.
PRESENT: Commissioners Coontz, Ault, Hart, Mickelson
ABSENT: Commissioner Master

Secretary; Stan Soo-Hoo, Associate Planner; Gene Minshew, Assistant
City Attorney; Bert Yamasaki, Director of Planning & Development

Recording Secretary.
PLEDGE OF ALLEGIANCE TO THE FLAG.
IN RE: APPROVAL OF MINUTES FOR APRIL 21, 1980:
Moved by Commissioner Mickelson, seconded by Commissioner Hart to
approve the minutes as transmitted.

Commissioner Master arrived at Planning Commission meeting.
IN RE: CONSENT CALENDAR:
Review of plans in accordance with Intent to Rezone Procedure for
Zone Change 913 - Terminus of Grant Place, north of Chapman Avenue.
Stan Soo-Hoo presented this item on behalf of the Staff, stating
that the City had received a letter from neighbors on Grant Place
requesting a wall. Since it is the Staff's understanding that the
developer has agreed to install the wall, there should be no problem
with this. This will stand as a Consent Calendar item.
Commissioner Mickelson moved, seconded by Commissioner Ault to receive
this item on the Consent Calendar.

CONDITIONAL USE PERMIT 1032 - ST. JOHN'S LUTHERAN CHURCH:
Request to allow conversion of an existing single family residence
into church offices on the east side of Center Street, north of
Almond Avenue. (Note: This project is categorically exempt from
Environmental Review.)
Stan Soo-Hoo presented this application on behalf of the Staff. He
pointed out that this is a request to allow the conversion of an
existing residence to church offices. The property is located on
the east side of Center Street, just north of Almond Avenue, which is
right across the street from the rear parking lot of City Hall. The
property is zoned 0-P and contains a single family residence and a
parking lot. The residence is now approximately 2500 square feet.
The applicant proposes to make only internal modifications to the
existing structure. The outside of the proposed office will be
restored to original condition. The office facility is intended to
replace existing church office facilities located with the school
offices to the east of this property. Parking would be provided in
the form of 19 parking spaces located in an existing parking lot

~'" situated immediately north of the structure. The proposed office
facility will include a gross floor area of 2,064 square feet.
The Staff recommended approval of this application with the 14
conditions listed in the Staff Report.
Mr. Murphy added that most of the 14 conditions are standard
conditions. There is only one special condition and that is #1,
which states that the proposed office facility be used only by the
adjacent St. John's Lutheran Church or its successor. He pointed
out the fact that there will be no construction on the outside of
the building.
Chairman Coontz asked if the plans would be submitted to the Design
Review Board and Mr. Murphy explained only if changes were proposed
to the building.
Chairman Coontz opened the public hearing. She explained that there
was really no necessity to have the applicant speak to this issue
and there being no one to speak in opposition to the application,
unless the Commission had questions.

Moved by Commissioner Ault, seconded by Commissioner piaster to
accept Conditional Use Permit 1032, subject to the reasons stated
by the Staff and with the conditions as set forth 1 to 14.

Chairman Coontz adjourned the meeting to a study session at 7:50 p.m.
to reconvene at 7:30 p.m. on Monday, May 12, 1980 at the Civic
Center Council Chambers, 300 East Chapman, Orange, California.
